DCOA Outlines FY27 Economic Development Plan Focused on Growth and Diversification
Misty Mayo, CEO of the Development Corporation of Abilene (DCOA), presented the economic development plan for fiscal year 2027. City Adopts New Integrated Infrastructure Management Plan with Program Management Contract
Matthew Dane, Director of Water Utilities, presented a vision for integrated infrastructure management, emphasizing a cyclic process of monitoring, analysis, prioritization, planning, and execution. The plan aims to move from reactive problem-solving to a proactive, continuous improvement model across four domains: water treatment, water distribution, wastewater treatment, and wastewater collection. Key advancements include a live data environment, staff ownership, use of AI tools for efficiency, and improved institutional memory. A contract for program management ($455,000) was approved to help implement this vision, with phased rollouts and built-in off-ramps for flexibility. The initiative aims to stabilize workload, improve efficiency, and provide greater transparency to council and citizens regarding infrastructure projects and costs.
City to Apply for $15.2 Million Grant for Water System Improvements
The city council authorized the submission of a $15.2 million grant application to the Texas Water Development Board for water supply and infrastructure improvements. The application will include two shovel-ready projects: the Fort Phantom Hill water line loop, estimated at $3.7 million, and the replacement of a 36-inch raw water transmission line, estimated at $11.4 million. These projects aim to enhance water system redundancy, reliability, and capacity, feeding into the Grimes and Northeast water treatment plants. The grant is 100% grant funding with no city match required.
Conditional Use Permit Approved for Contractor Services on South 11th Street
