The revised project cost is estimated at $1 million. The project timeline aims for completion of street improvements by late September/early October and the park by mid-October, in time for the Main Street USA Festival. A dedication ceremony is planned for November 11th. Council provided direction on seating, favoring metal benches under shade structures over concrete combo units, and discussed potential impacts of the Bright Line High-Speed Rail project.
Barstow Fire Chief Details Community Resilience Efforts and Environmental Concerns
Chief Bruce English, Community Resilience Officer, presented an update on community resilience efforts, focusing on coordinated action to protect the city's 'oasis.' The presentation addressed property usage, enforcement activities, environmental and public concerns, and remediation steps. Concerns raised include fire and life safety, air quality issues from illegal burning, watershed contamination ('forever chemicals,' NPDES concerns), and the challenges of absentee property owners and identifying property owners for enforcement. Multi-agency coordination with entities like the Sheriff's Department, Code Enforcement, Fish and Game, water purveyors, and county health hazmat is crucial. The importance of interdepartmental coordination, regular monitoring, documentation, ongoing compliance efforts, and robust regional partnerships was emphasized. The presentation also touched upon the impact on vulnerable populations, offering support to individuals from encampments, and the need for early intervention at high-risk properties. The city aims to establish clear agency roles, response time guidelines, and community-wide social media campaigns to highlight expected standards.
Barstow Nominated for Federal Opportunity Zone 2.0 Designation
The Council discussed the nomination of four qualified census tracts for Federal Opportunity Zone 2.0 designation. These tracts, located in downtown, central, and eastern Barstow, qualify for enhanced rural benefits due to Barstow meeting the federal definition of a rural area. The program offers investors capital gains tax incentives for deploying long-term private capital in economically distressed areas. The proposed tracts align with the city's General Plan 2048 and California's economic blueprint, targeting areas for commercial services, manufacturing, healthcare, and attainable housing development. The nomination process involves submitting recommendations to the Governor's office, which then nominates eligible tracts to the U.S. Treasury. The council unanimously approved the resolution requesting the nomination.
Barstow Fire Department Responds to Over 600 Incidents in June, Nash Fire Contained
Fire Chief Cesaros reported on the Barstow Fire Protection District's activities in June, including 613 emergency responses, with 482 for medical needs, 40 fires, 20 traffic accidents, and 30 public service requests. The district accumulated 486 training hours covering trauma stabilization, driver operator training, and strike team leader recurrent training. A significant incident, the Nash fire, was 100% contained at 156 acres with 234 personnel assigned, involving federal and county partners, with minimal cost to the district due to strong relationships. A minor delay occurred during the 4th of July fireworks show due to a fallout fire. The Chief also discussed the aging and damaged water tender, noting its limitations and ongoing issues. He highlighted the rescue of a deaf and blind elderly resident during a structure fire incident.
