The amendment to the agreement, originally established in 2019, will now include all current and future land added to Harris County Municipal Utility District (MUD) 213-A. The annexed property is located north of East Wallaceville Road, east of Garth Road, and west of Hayden Road. The council considered ordinances authorizing the amendment and the annexation.
Public Hearing Held for Annexation of 0.998 Acres on North State Highway 146
The council conducted public hearings for the proposed voluntary annexation of approximately 0.998 acres at 8220 North State Highway 146. The property is located south of Old Needle Point Road on the east side of Highway 146. A future rezone request for general commercial use to accommodate a small automotive shop is anticipated, aligning with the future land use map designation. The process involves first reading in September, with a Planning and Zoning Commission hearing in August.
Baytown Districts Adopt Budgets: CCPD Balanced, Fire Control Faces Deficit
The council received the adopted budgets for the Baytown Crime Control and Prevention District (CCPD) for fiscal year 2026-2027 and the Baytown Fire Control Prevention and Emergency Medical Services District for fiscal year 2026-2027. The CCPD budget is balanced with $2.8 million in revenue and $2.8 million in expenditures. The Fire Control budget, however, is not balanced, with expenditures of $4.1 million exceeding revenue of $3.2 million, resulting in a planned draw-down of the fund balance by $992,000.
Baytown Council Approves New Regulations for Short-Term Rentals Amidst Resident Concerns

The council debated the effectiveness of regulation versus a ban, the cost of enforcement, property rights, and consistency with previous decisions. Ultimately, the council voted 4-3 to approve the proposed regulations, with some council members expressing reservations and a desire for further data and potential future adjustments. Additionally, the council approved a $350 annual permit fee per STR to cover the costs of administration and enforcement by a third-party consultant.
