Riverside Park Remediation and Process Review Underway Following EGLE Findings

Staff apologized for the current state of the park, noting that earthwork and grading exceeded initial expectations. The RFP placed permit burdens on the contractor. EGLE representatives visited the site and will provide a letter within two weeks outlining findings and recommendations for remediation, including the restoration of a vernal pond and shoreline areas. The impact of fill dirt on the floodplain will also be addressed. No fines are currently anticipated, but modifications may be necessary. The village is considering engaging consultants for ecological restoration expertise and is reviewing internal processes to prevent similar issues in the future. The overall goal is to make the park compliant and achieve its intended improvements.
New Ordinance Proposed to Regulate E-Bikes and Other Electric Vehicles

Resident Reports Aggressive Deer Behavior, Seeks Information on Management Efforts
Jonathan Roma reported aggressive deer behavior near his property on Beverly Road. He described two deer that have become confrontational, stomping their feet and snorting, rather than fleeing as they normally would. He expressed fear for his dog's safety and inquired about the village's actions with the DNR regarding the deer population. He mentioned calling the police due to the unusual aggression. The council advised him to watch the June council meeting minutes for information on current deer management discussions and stated that administration is bringing back additional information and options.
Beverly Hills Receives Significant Federal Funding for Water and Park Projects
Congresswoman Talib presented checks for community project funding. Beverly Hills received $752,000 for water main LE service line replacement (2024 funding) and $250,000 for the Beverly Green Park project (current request). An additional $746,868 was approved in the budget (passed subcommittee) for village water main improvements for 2027, though $1 million was initially requested. The funding is described as direct earmarks and is crucial for infrastructure improvements and community projects that residents favor. The village has already invested $700,000 of its own funds into the water project, which had been long-delayed.
