The applicant proposed voluntary improvements, including a 3-foot road improvement on the west side of Saunders Road and additional landscaping. During deliberations, council members raised concerns about the visual impact of screening, the adequacy of road improvements, and the consistency of plans presented. Ultimately, due to concerns about documented plans for screening and road improvements, the council voted to continue the item to the next meeting for further clarification and documentation.
Blue Springs City Council Approves Annexation of Coburn Road Right-of-Way
The council approved the annexation of approximately 2.43 acres of Southwest Coburn Road right-of-way, located east of Southwest 7 Highway, into the city of Blue Springs. This annexation is considered a cleanup measure to incorporate remnants from previous annexations and facilitate the utilization of public utility services for future development. Staff confirmed the property is contiguous and compact to existing city limits, and that the city can provide municipal services. The annexation was approved on first reading, with the second reading and annexation agreement scheduled for July 20, 2026. A resident inquired if the annexation was purely technical or related to street widening, and staff confirmed it was a cleanup measure. The ordinance was assigned number 5503.
Blue Springs Council Approves Contract for Meals on Wheels Program and Eser Hall Administration
The council unanimously approved the first and second readings of a contract with Mid America Regional Council (MARC) for congregate and homebound meal preparation, site transportation via Oats Inc., and the administration of Eser Hall. Councilmember Kaylor confirmed this contract pertains to the 'Meals on Wheels' program. Director of Parks, Justin Parks, stated that reimbursement rates from MARC are largely the same as the previous year, with a minor adjustment to the aging mastery program's maximum reimbursement from $10,000 to $5,000, which is not expected to significantly impact the program as the maximum was not previously met. The contract was assigned ordinance number 5511.
Resident Urges Blue Springs Council to Reject Flock Surveillance System Contract
Resident Brandon Porter spoke against the proposed Flock surveillance system contract, citing concerns about transparency, data privacy, and the company's track record. He highlighted incidents of Flock employees improperly viewing data and retaining private information, as well as a recent case of a police officer misusing surveillance data for stalking. Porter argued that the system poses liability risks to the city and that the $4.6 million contract is excessive, suggesting Flock's business model involves tracking and selling user data, including that of children. He urged the council to reject the contract.
Blue Springs Approves CID and Chapter 100 Bonds for Iconic Blue Springs Development
The council approved the establishment of a Community Improvement District (CID) and the issuance of Chapter 100 bonds for the Iconic Blue Springs development. The CID will impose a 1% sales tax on purchases within the project area to fund public infrastructure reimbursement. The Chapter 100 bonds will provide a sales tax exemption for construction materials and fixed payments in lieu of taxes (PILOTs) for 25 years on the multifamily portion. A Baker Tilly analysis indicated the incentives appear necessary for project feasibility, with an unlevered IRR of 3.54% without incentives and 5.92% with incentives, compared to market expectations of 6-9.5%. The cumulative gross value of incentives is estimated at $20 million, with a present value of $9.7 million. The retail portion will be subject to full property taxes, while the multifamily portion receives tax abatement. The project is valued at $66.5 million. The CID ordinance was assigned number 5507, and the Chapter 100 bond ordinance was assigned number 5508.
