City and County Agree on Jurisdictional Road Changes and Funding
The City Council approved a joint exercise of governmental powers agreement with Pennington County, which involves jurisdictional changes for several roads: Highway 1416, Liberty Boulevard, South Interstate 90 Service Road, and Morningview Drive. In exchange, the county will provide funding in 2026 ($500,000) and 2027 ($1.25 million), plus future funds ($800,000), and transfer control of Senate Bill 130 funds (approximately $1.3 million) for use on Highway 1416. The city will assume maintenance of most roads, while the county will maintain 1416 until agreement end or reconstruction. The county commission had previously approved the agreement.
