Braintree Council Authorizes Deed in Lieu of Foreclosure for Contaminated Elmwood Park Property
The Town Council authorized the town to proceed with accepting a deed in lieu of foreclosure for the property at 50 Elmwood Park (Parcel 3020-0-83B), following extensive discussion and a favorable recommendation from the Ways and Means Committee. The property, formerly owned by Argonaut Corporation and its principal Ed Dwyer, has accumulated over $200,000 in unpaid taxes, interest, and costs since 1989. The town already owns two of the three parcels constituting the site and has placed a lien on the third. The property is dilapidated, contains underground storage tanks with petroleum, and is potentially contaminated, as indicated by a 2006 DEP assessment. Accepting the deed will allow the town to consolidate ownership, pursue grants for site assessment and remediation, and then decide on future use, such as selling or developing the land. The process required reviving Argonaut Corporation temporarily to facilitate the deed transfer.
Braintree Council Approves $3.5 Million in Supplemental FY2026 Appropriations, Citing Snow Deficit and Collective Bargaining Costs
The Town Council approved a series of supplemental appropriations totaling $3.5 million for Fiscal Year 2026 during a meeting on July 7th, 2026. These appropriations are necessary to close the fiscal year successfully and are supported by approximately $1.9 million from free cash, along with other revenue sources and budget transfers. Major funding needs include a $1.1 million deficit for snow and ice removal due to a severe winter, and increased costs for collective bargaining agreements, which are funded at 2.75% instead of the initially budgeted 2%. The council also noted that despite this use of free cash, the town's reserves remain at $12.5 million. Several specific transfers were approved for various departments including DPW, schools, legal, police, and fire.
Robert J. Kilroy Jr. Appointed Braintree Police Chief Following Council Deliberations
Robert J. Kilroy Jr. was appointed as the new Chief of Police for the Braintree Police Department after a council meeting on July 7th, 2026. The appointment process involved interviews, a split vote recommendation from the Ways and Means Committee, and extensive discussion among council members regarding the candidate's qualifications, experience, and the selection process itself. A condition of the appointment was the successful completion of a third-party background check. Kilroy, formerly Deputy Chief in Walpole, brings 26 years of law enforcement experience and holds master's and bachelor's degrees in criminal justice. The council ultimately voted 5-4 to affirm the appointment, with a subsequent unanimous vote for a motion of goodwill and unity behind the new chief.
