DB Fiber Project Progress: Excavation Agreement Reached, Permit Revision Needed

A sweep account, used by Putney, involves moving funds over a threshold (e.g., $100,000) into a separate account daily, with rates around 2.5-3%. While CDs and T-bills have no penalty for early withdrawal but may not yield full maturity value, the principal is secured. Concerns were raised about the lack of FDIC insurance on T-bills, though they are backed by the federal government. The town's policy is to work locally, with Community Bank being the primary option considered. The board aims to balance risk and return and will review options further with the treasurer and potentially the state treasurer. They will look at CDs with no early withdrawal penalties and aim to keep funds under $100,000 per account for FDIC insurance, though the limit may be $250,000. The town also discussed structuring funds into operating, capital, and farmland protection accounts.
Town Adjusts Local Agreement Rate Due to Grand List Error
The Select Board approved a motion to change the local agreement rate from 0.0066 to 0.0067. This adjustment was necessary due to an error in the grand list valuation made by the listers, which reduced the homesite value by $30,000 (from $51,000 to $21,000). This reduction in the grand list directly impacted the tax rate.
Dummerston Decides Against Official Statement on Brattleboro Hospital Situation
The Select Board discussed the Brattleboro Memorial Hospital situation. While initially considering making a statement, they decided against it, following a town policy of not getting involved in businesses outside of Dummerston unless directly impacted. The Select Board approved a motion to purchase a new John Deere 410P Tier backhoe loader from United Construction for a total purchase price of $173,000, with trade-ins resulting in a net balance due of $145,000. The motion was seconded and passed with all in favor.
