The Greater Brownsville EDC anticipates a total appraised value of $1.6 billion, generating significant tax revenues and jobs. This project aims to develop Brownsville into an advanced manufacturing hub with high-paying jobs. The TIRZ is necessary due to the project's location in a flood plain requiring substantial infrastructure investment, with county participation sought for these costs. The projected taxable value is $1.6 billion over 30 years, with the city contributing approximately $106 million, offset by substantial revenue from personal property tax, sales tax, and PUB utilization.
City Employee Engagement Increases Significantly Following Culture Initiatives
Pearl Sepeda, Chief of Staff for OD and HR, presented the results of organizational culture assessments from 2024 and 2025. Employee participation rates were high (86% in 2024, 89% in 2025). Overall employee engagement increased from 57% in 2024 to 73% in 2025, with disengagement decreasing from 42% to 26%. Engagement also improved across team members, managers, supervisors, and senior leaders. Sepeda attributed these improvements to various initiatives, including compensation adjustments, enhanced benefits (e.g., parental leave), engagement activities, training, and leadership development. Key feedback focused on continuing to foster teamwork, stopping the assignment of all tasks as top priorities, and starting initiatives to balance workloads and prevent burnout.
