Buckeye Council Approves Funding for North Library and Community Center Design
The City Council authorized the city manager to execute agreements for the North Library and Community Center project (CIP Project 107580). This project involves design concept reports, public outreach programming, and architectural/engineering design services. The new facility will be located at the southeast corner of Beardsley Parkway and Canyon Springs Boulevard in Sun City Festival. The library is planned to be approximately 13,000 square feet with about 3,000 square feet dedicated to community center space. The city has a 100-year lease agreement with the church at Sun Valley for the two-and-a-half-acre site. The design process is expected to take about a year, with construction anticipated to begin in Fall 2027 and opening in Fall 2028. Council members expressed excitement about the project, noting it has been in development for approximately eight years.
Buckeye Council Approves West Park and Silver Rock Land Use Changes
The City Council held a public hearing and voted on four agenda items related to the West Park project and Silver Rock CMP. These included an annexation of approximately 49.617 acres, a minor general plan amendment for over 125 acres, a major community master plan amendment for Silver Rock removing 741 acres, and a major community master plan amendment for West Park impacting approximately 1,948 acres. The proposed changes aim to consolidate employment areas, transition land use designations, and enhance design standards. The council approved all four items with modified conditions, including a stipulation for a two-year hold on development in a specific area pending the city's airport long-range plan approval. The council also discussed concerns about the nature of light industrial uses and the potential impact on community character.
Buckeye Approves Land Swap with School District and Shared Parking Agreement
The City Council approved an Intergovernmental Agreement (IGA) for an equal exchange of real property and joint escrow instructions between the City of Buckeye and Buckeye Union High School District (BUHSD) [Resolution 72-26]. This exchange involves the city acquiring 57 acres plus Fillmore Street and 120 acre-feet of water capacity from BUHSD, valued at approximately $13.57 million. In return, the city will provide improvements to its existing A-Wing and 620 property, valued at over $10 million, along with the land value of the 620 property ($1.5 million), the A-Wing ($1.6 million), and covering brokerage costs ($327,000). The total transaction value is $15.75 million. The city also approved a separate shared parking agreement with West-MEC, which will take effect upon close of escrow in November 2028, ensuring continued parking access for West-MEC's campus. Council members debated the location of the proposed bus barn (vehicle maintenance facility) on the 620 property, with concerns raised about its impact on downtown aesthetics and a perceived double standard compared to past retail development proposals. Despite these concerns, the council ultimately approved both items.
Buckeye City Council Approves Land Swaps, Library Design, and Land Use Changes
The City of Buckeye held its regular council meeting on July 7th, 2026. After the invocation and pledge of allegiance, the council approved the consent agenda unanimously. They then proceeded to hold public hearings and take action on several new business items, including the West Park/Silver Rock land use changes (5A-5D), the North Library and Community Center design services (5E), and the land swap with Buckeye Union High School District and shared parking agreement with West-MEC (5F-5G).
