Melissa Newsom Appointed Permanent Town Clerk
The Town Council appointed Melissa Newsom as the permanent Town Clerk. Newsom has been serving as the interim Town Clerk since April and was credited with performing exceptionally during the interim period and the recent June election process. She is described as an innovative and valuable member of the town staff team. Her permanent appointment is effective July 20th, 2026.
Town Approves SRRF Funding for Pond Cove Elementary Renovations
The Town Council approved a request from the school board to finance renovations to Pond Cove Elementary School through the School Revolving Renovation Fund (SRRF). The total project cost is $685,732, with the state forgiving $205,720 (30%) and the remaining $480,012 being financed over 10 years at a 0% interest rate through the Maine Municipal Bond Bank. This project will comprehensively improve safety, communication, and accessibility at Pond Cove Elementary, including integrating emergency systems and enhancing daily operations with an improved public address system and outdoor intercom access. This is the third successful SRRF project awarded to the town.
Town Reviews Communication Strategy Based on Citizen Survey, Plans Policy Update
The Town Council conducted a workshop discussion on updating the town's communication strategy and policy, last revised in 2010. The discussion was informed by the results of a recent FlashVote citizen survey. The survey revealed that residents rate the town's communication as 'okay to good' on average (3.64 out of 5), with the Cape Courier newspaper, town website, and e-newsletter being the most used sources of information. Residents prefer receiving information via the newsletter (75%) and town website. The survey also indicated a desire for more embedded news in emails rather than just links. A proposal was made to form a small working group, including the chair and other councilors, to draft a new communication policy, focusing on nimble collaboration and incorporating feedback from various departments.
Town Extends MOU with Cape Community Arena Group for Ice Arena Project
The Town Council discussed the Cape Community Arena Group's (CCAG) request to extend their Memorandum of Understanding (MOU) for one additional year. The MOU, initially established in 2024, allows CCAG to proceed with the design of a permanent open-air ice arena adjacent to Gold Crest Fields and navigate the planning board approval process. The extension, until August 31st, 2027, is necessary to allow CCAG to complete this process. Following planning board approval, a lease and operations agreement will replace the MOU prior to construction, which is tentatively scheduled to begin in spring of 2027. The community garden manager expressed concerns about not being listed as a partner and a desire for more upfront collaboration.
Fort Williams Park Committee Reports on Accomplishments and Future Plans
The Fort Williams Park Committee provided an update on recent accomplishments and future initiatives. Major projects completed in the past fiscal year include the Pond Pavilion, the Goddard Mansion restoration and micro-museum, and the new playground. Enhancements to Battery Blair, including facade rebuild and safety upgrades, were also completed. An engineering study for Powers Road identified high-cost solutions, leading to a plan for lower-cost safety improvements like repaving and restriping. The committee also highlighted the park's financial self-sufficiency, with significant revenue from parking and commercial vehicle fees. Future plans include rebuilding the pond's surrounding wall, reducing impervious pavement near Goddard Mansion, installing an ADA-certified walkway at Battery Blair, and repaving the picnic shelter parking lot. The committee emphasized the importance of managing park growth and adhering to the park's mission statement, focusing on deferred maintenance for the upcoming year. The park generated approximately $1,003,000 in revenue in the past year against a budget of $455,000 for 2027.
