Carlisle Bureau Proposes In-House Trash and Recycling Program with Fleet Optimization and Funding Strategy

The Bureau presented an update on the proposed modification of the trash and recycling collection program. The core reason for this change is the loss of market competition, leading to unreasonable rates and third-party control over the program. The Bureau aims to regain control to design a program better suited for residents. A resolution was adopted in December to pursue an in-house program with an anticipated start date of January 1, 2028. Staffing plans remain unchanged, with hiring for a program manager to begin later this year and other employees to be in place and trained by mid-next year. Fleet optimization is a significant update, with a revised plan to purchase three 27-yard trucks and two 20-yard trucks, costing an estimated $1.35 million, down from the original $1.6 million for five 25-yard trucks. This modification aims for better operational efficiency and cost savings. The procurement deadline for vehicles might be moved up to August to leverage potential savings due to market changes and upcoming EPA legislation regarding engines, which could increase costs if ordered after mid-next year. Meetings have been held with Penn Waste to ensure their facility can handle the product from the proposed vehicles, and discussions for a multi-year contract are planned for next year. A meeting is also scheduled with the landfill to discuss a contract. The funding strategy proposed is internal funding via a 20-year payback structure, with the first five years focused on capital payback for vehicles and the remaining 15 years on operations. This is anticipated to yield real savings by the second year compared to the current contract's 7% annual increase. Market analysis shows mixed results for surrounding municipalities, with some experiencing price reductions due to contract adjustments and others seeing increases. The Bureau's decision to bring services in-house is driven by a desire for flexibility and to avoid third-party vendor dictates.
