Resident Claims Racial Profiling During Police Traffic Stop
During the public input period, Kira Little Sky spoke about her negative experiences with Cedar Rapids police during a traffic stop, alleging racial profiling and aggressive behavior. She claimed the officer fabricated reasons for the stop (no license plate light, crossing yellow line, smell of marijuana) and made a derogatory comment. She stated she has dashcam footage and believes the officer's actions were due to her race. She criticized the police department for having 'too many bad ones out there' and eroding public trust. She also spoke earlier in the meeting regarding issues with multi-unit housing developments and the disposition of city lots.
Water Treatment Plant Roof Repair Contract Awarded
The City Council approved awarding a contract for the 2026 Jay Avenue Water Treatment Plant roof replacements and repair project, with an estimated construction cost of $2.1 million. The project involves roof rehabilitation on nine structures: eight at the Jay Avenue facility and one at the dam gatehouse. Roof replacements are needed for three structures, and repairs for six. The scope also includes replacing damaged coping stone, new gutters, downspouts, and masonry tuckpointing. Two bids were received, ranging from $1,267,140 to $2,297,750. Blackhawk Roof Company was the low bidder at $1,267,140. A 1949 building was removed from the contract due to extensive structural repair needs beyond the bid scope. Work is anticipated from July 2026 to August 2027.
Resident Supports Halting Cedar Lake Projects, Rejects 'White Supremacist' Symbols
Joshua Chandler spoke in support of slowing down development, specifically urging a halt to projects at Cedar Lake until the water is completely cleaned. He expressed support for the group opposing 'white supremacist bull' in the city and congratulated Mayor O'Donnell for denying a request for the 'Appeal to Heaven' flag. He called for the city to officially state it is not friendly to white supremacists.
Street Right-of-Way Vacated for Development Near 5th Street SE
The City Council adopted an ordinance on its second and third readings to vacate a 0.053-acre parcel of street right-of-way adjacent to 5th Street Southeast, between 10th and 11th Avenues Southeast, as requested by OFB LLC. Council members Poe and Meyer moved and seconded the suspension of the rule requiring three readings on different days for the ordinance to be adopted on its third and final reading. Councilmember Olson and Todd moved and seconded the resolution for adoption.
City Council Initiates RFP for Four Ellis Boulevard NW City-Owned Parcels
The City Council held a public hearing and considered a resolution to initiate a request for proposal (RFP) for the disposition of four city-owned vacant parcels located at 1026, 1221, and 1223 Ellis Boulevard Northwest, and 1216 6th Street Northwest. These parcels, totaling approximately half an acre, are zoned UVG, U-N-R, and UVR, allowing for multi-unit and mixed-use development up to three to four stories. The RFP process will evaluate proposals based on alignment with the Northwest Neighborhood Action Plan, preference for housing development, zoning compliance, and financial feasibility. Concerns about affordability, displacement, and the suitability of floodplain areas for development were raised during the public hearing. The timeline includes proposals due July 24th and council consideration on August 11th.
