North Greenwood CRA Proposes Optional Redevelopment Overlay to Expand Housing and Revitalize Area

The city is proposing a Planned Redevelopment District Overlay for the North Greenwood Community Redevelopment Area (CRA) to encourage reinvestment and expand housing choices. This overlay is an optional, additional set of rules that would be applied to properties within a designated pink area (approximately 75% of the CRA boundary), excluding areas already in the downtown character district, industrial, water, recreation, open space, preservation, and transportation utility areas. The overlay aims to implement the CRA plan's vision, support small business growth along Martin Luther King Jr. Avenue, and revitalize the area. It would allow for more housing types, such as duplexes, triplexes, small apartments, and cottage buildings, and includes provisions for mixed-use development in certain areas. A traffic study indicated that the transportation network would remain functional even with maximum build-out under the overlay. The process involves several action steps, including comprehensive plan amendments, future land use map amendments, zoning map amendments, and community code amendments for design standards, with anticipated implementation by February. Public input is being sought through surveys and future meetings to refine design standards and address community concerns about potential impacts like property taxes and infrastructure.
