Special Use Permit for Accessory Building at 3505 Blue Quail Lane Advances to First Reading

The City Council held the first reading and public hearing for Ordinance 0-26-2374, which seeks to amend the zoning ordinance and map to allow for a special use permit for an accessory building at 3505 Blue Quail Lane. The property is zoned R15 and currently has an existing single-family home and two accessory buildings. The request is to replace an existing shed with a new accessory building that, combined with a patio cover, would exceed the allowed 4% lot coverage, reaching approximately 6.3% (1,024 sq ft). Staff can approve up to 4% coverage, requiring a special use permit for anything over. No responses were received from surrounding property owners after notices were sent. The Planning and Zoning Commission recommended approval by a 6-1 vote. The applicants, John and Chelsea Cohen, explained their need for additional space due to having four daughters and wanting to avoid a 'used car lot' appearance of multiple vehicles. They emphasized their desire to maintain the neighborhood's aesthetic and large yard character. They addressed concerns about matching the house's architecture, noting that the proposed vertical siding and paneling match existing elements and similar detached garages in the neighborhood. They also confirmed the new building would be unfinished garage space and would have a tandem double garage door. The City Council opened a public hearing, heard from the applicants, and then closed the hearing. This ordinance is on its first reading.
