East Columbia Small Area Plan Concluded; Walk Audit Scheduled to Improve Downtown-Arts District Connectivity

The Planning Commission discussed the East Columbia small area plan, which was concluded and presented to the council. A walk audit is scheduled for July 28th to analyze walkability, particularly concerning the connection between downtown and the arts district, which is currently not a welcoming walk. The state is providing assistance and $2,500 in seed money for implementation. A biking portion of the audit is also planned.

The Planning Commission reviewed a request for revision of approval of Rutherford Lane Estates preliminary and final plat for open space 7. The subdivision consists of 124 single-family residential lots on approximately 65 acres, vested under RS10 zoning. The revision introduces a utility structure in open space 7. Staff noted that if approved, the structure must comply with design and landscaping standards of the previous zoning ordinance and access must be surfaced with concrete or asphalt. The commission approved the motion to approve, subject to staff report conditions.

The Planning Commission reviewed a request from Alan Olirri for revision of approval on final plat with survey in surety in the amount of $515,000 for lots three and four on Hartland Drive and Mcclure Farms phase 1B, being tax map 51B, group parcels 32 and 33. The commission approved the consent item.

Bear Creek Plaza Retail Center Architectural Design Approved

The Planning Commission, acting as the architectural design review team, reviewed a request for architectural design approval for new construction in Bear Creek Plaza, located at 1530 Bear Creek Pike. The applicant proposed a 10,000 sq ft retail center with four general commercial tenant spaces. The property is zoned Special District Interstate. The design meets qualifications for design standards, including adequate glazing and a drive-thru located in the third layer of the site plan. The commission approved the motion for approval.
