Appreciation for Community Support and Youth Program Initiatives
Council Member Kimberly expressed gratitude to John Keane for assisting Dr. Bell with a power outage concern related to her terminally ill son's oxygen machine. She also congratulated Council Members Anthony and Sharika for their work on the youth summer program, noting it was managed without burdening taxpayers, and thanked Latham Sanitation for employing program participants. Council Member Anthony added that Latham Sanitation provided two jobs. A question was raised about the Flat Shores Road sidewalks project, with confirmation that contracts are signed and work is expected to begin by July 20th.
Data Center Moratorium Extended to October 20, 2026
The council discussed extending the moratorium for data centers. The current moratorium was set to expire, and staff requested an extension until October 20, 2026, to allow sufficient time for the planning commission and council to finalize updated ordinances. This extension provides a buffer for potential questions or additional reviews. The decision to extend was approved.
Water Department Secures Approval to Utilize Remaining ARPA Funds for WRF Project
The Water Resource Department requested approval to amend a contract with Lake Shore Engineering to expend the remaining ARPA (American Rescue Plan Act) funding by the October 31st deadline. The ARPA funds, totaling $3.4 million, were initially used for the Eastside project and are now being moved to the WRF (Water Resource Facility) improvement project. Amending the contract will allow for these funds to be utilized via change orders without circumventing the purchasing policy due to time constraints. This ensures all allocated ARPA funds are spent as intended.
Annual Sand Hill & Texas Alley Reunion Announced
A representative announced the upcoming Sand Hill and Texas Alley reunion, a biennial event started in 2011. The announcement is for permit purposes and street closings. The event will take place at 3272 West Street and includes a health fair, picnic, and participation from local law enforcement. Approximately a few hundred people attend, with attendees traveling from across the country. The reunion also includes a memorial service for 28 neighborhood residents who have passed away since the last event. The neighborhoods involved are located in specific streets including Washington Street, West Street, Hendricks Circle, Carroll Street, Ivy Street, Walnut Street, Hill Street, Lackey Street, and Avery Street.
Capital Improvement Element Updated and Approved
The council approved a resolution for the adoption of an updated Capital Improvement Element (CIE) that includes a parks and recreation component. This step is necessary following the adoption of the development impact fee ordinance. The CIE is a planning document outlining components necessary for the development impact fee program. Approval allows the city to submit it to the DCA (Department of Community Affairs) to maintain its qualified local government status and ensure compliance.
