Two Properties Declared Public Nuisances; City Streamlines Future Abatement Process
The council held a public hearing to declare two properties, 1315 Maple Drive Northwest and 611 Cleveland Avenue Southwest, as public nuisances. While one property owner has since mowed the grass and weeds, the other property at Cleveland Avenue has not yet been addressed. The city attorney explained that regardless of the current status, the city can abate these properties in the future due to the process already initiated, preventing the need to start from scratch if issues reoccur. Resolution 26109 was adopted to declare both properties public nuisances.
Year-to-Date Financials Show Slight Revenue Increase, Expense Decrease; Site Prep Bid for Frank Property Development Considered
The financial report for year-to-date shows total revenues are up three-hundredths of a percent, and expenses have dropped slightly. Sales tax revenues are down slightly, while property tax is up 5.6%. Sanitation and building permits are down due to large projects in the previous year. The council is considering accepting a bid for site preparation at the Frank property development using funds from the Growing Alabama program, which is designated for industrial development. This initial phase includes erosion and sediment control, clearing, grubbing, demolition, and utility coordination to prepare the site for marketing.
Temporary Moratorium on Data Centers Approved; Zoning Ordinances for Data Centers and Residential Development Referred to Planning Commission
A temporary moratorium on data centers within the city limits of Coleman was approved via Resolution 2026-116. Additionally, Ordinance 2642, which proposes to amend zoning ordinances to prohibit data centers, was referred to the Coleman City Planning Commission for review and recommendations. Amendments to Ordinance 202643, concerning zoning changes for R4 residential districts (prohibiting new detached single-family housing) and R1, R2, R3 districts (allowing smaller lots and townhomes with design standards), were also referred to the Planning Commission.
Planning Commission to Review Ordinances on Data Centers and Residential Zoning
The council referred Ordinance 2642 to the Planning Commission to amend zoning ordinances to prohibit data centers. This referral is a procedural step before potential council action. Separately, amendments to Ordinance 202643 were also referred to the Planning Commission. These amendments aim to prohibit new detached single-family housing in R4 residential zones and introduce design quality standards for R1, R2, and R3 residential districts, allowing for smaller lots and potentially attached townhomes.
City Approves $125,000 Appropriation from Opioid Recovery Funds for Restoring Women's Outreach
Resolution 2026-118 was approved for a one-time appropriation of $125,000 from opioid recovery funds to Restoring Women's Outreach. These funds are from a lawsuit settlement and are designated for organizations assisting in recovery efforts. The council considered the funds based on previous recipients and a ratio of individuals served last year. This is not city taxpayer money.
