Supervisor Brown presented an update on Culpeper Local Week, highlighting its success as an award-winning program that supports local small businesses. The upcoming fifth edition in 2026 is open for business sign-ups. The nine-day program encourages residents to patronize local businesses, with participating businesses often offering specials. The Department of Economic Development provides marketing support. Last year, 6100 transactions were recorded, resulting in over $340,000 in economic impact. The program is noted for its high satisfaction rate among participating businesses and residents.
Culpeper County Board Commends Deputy Clerk Kim Ellis on Exemplary Service
The Board of Supervisors recognized Kim Ellis for her exemplary service as Deputy Clerk to the Board. Ellis began her career with Culpeper County in 2014 and is transitioning to a new role as Elections Manager for the Registrar's Department. The resolution commended her skill, precision, and organization in managing agendas, recording minutes, and ensuring the smooth operation of county governance, as well as her kindness, positivity, and care for others. Her professional achievements include earning Certified Municipal Clerk and Master Municipal Clerk designations and serving as president of the Virginia Municipal Clerks Association. Her community involvement and service as an election officer were also highlighted. The Board extended congratulations and best wishes for her success in her new position.
Rappahannock Rapidan Regional Commission Provides Update on Planning and Services
The Board of Supervisors heard a presentation from Patrick Mahoney, Executive Director of the Rappahannock Rapidan Regional Commission (RRRC). Mahoney provided an overview of the RRRC's services, which include long-range planning, transportation and homeless services program delivery, environmental planning, economic development, community development, hazard mitigation, and agricultural/food system initiatives. He detailed the RRRC's budget, its structure as one of 21 planning district commissions in Virginia, and its partnerships. Specific program updates included transportation planning (supporting Smart Scale applications, updating the transportation plan), mobility management (regional transportation collaborative), environmental planning (Chesapeake Bay Watershed Implementation Plan, mandated water supply plan), hazard mitigation and resiliency (updated plan approved, opening flood resiliency funding), ag/food systems (Purely Piedmont brand, farm to school liaison), economic development and tourism (supporting local businesses, Virginia 250 coordination), and housing (regional housing study, Lightfoot Apartments and Parkside projects, housing summit). He also highlighted the RRRC's role as the lead agency for the Foothills Housing Network and provided statistics on homeless services, noting that Culpeper County and town residents represent the highest percentage of contacts seeking housing assistance in the region. Looking ahead, the RRRC is focusing on land cover change analysis and continuing to support local projects and partnerships. Supervisor Diehl suggested the RRRC investigate the local impacts of the data center industry. The presentation detailed the RRRC's operations and its collaborative efforts across the region.
Culpeper County Rules Committee Recommends Policies on Social Media, Whistleblowers, and Grant Administration
The Rules Committee recommended approval of an FTC application for Euro Composite Corporations. They also recommended amendments to the finance policy, specifically adding an appendix for federal grant administration. A social media policy for the County, a suitability to interact with minors policy, and a whistleblower policy were also recommended for approval. The committee presented a proposal from the EDA (Economic Development Authority) regarding an Entrepreneurship Development Initiative without a specific recommendation. All other recommended items were approved by the board.
Culpeper County Approves Carver School Renovation Grant Application and Municipal Building Projects
The Board of Supervisors considered and approved a grant application for the DHCD Industrial Revitalization Fund for the renovation of the second floor of the Carver School building. The committee unanimously supported this application. Additionally, the committee recommended approval of a courtyard renovation project developed by Zann Nelson and Ed Signs for the municipal building, allowing Nelson to move forward with finding funding sources. Finally, the committee recommended authorizing staff to negotiate and execute a new lease agreement for properties at 122 West Cameron Street, 118 West Cameron Street, and the parking lot behind 302 North Main Street. All these recommendations were approved by the board.
