New Land Enterprises Redevelopment Agreement Approved for 100 South Broadway Block

The common council approved Resolution 2665, authorizing a development agreement with New Land Enterprises LLC for property redevelopment on the west side of the 100 South Broadway block within Tax Increment District Number 18. The project, a significant undertaking estimated at $70 million in new assessed value growth, includes the George Street Extension, reconstruction of the George Street parking lot, and restriping of the parking lot south of the Main Avenue bridge to increase public access and parking. It also features a public art component adjacent to the Fox River Trail and a publicly accessible pedestrian-focused plaza. Significant design changes were made based on community and staff feedback, including reducing the unit count from 198 to 173, altering unit configurations, recessing balconies, updating material choices to include hard stone on Broadway, and incorporating traditional downtown architectural elements. The city will provide land and approximately $8.3 million in upfront project grants, with an additional $3.5 million in pay-as-you-go municipal revenue obligations. The project is expected to increase property tax revenue by $1.07 million annually and will include a downtown waterfront restaurant. Environmental considerations include landfilling contaminated sites and implementing a stormwater pre-treatment system, resulting in cleaner water discharge. The development agreement outlines a schedule with conceptual planning by September 2026, construction documents by year-end, construction starting February 2027, and completion by the end of 2028. Public access to the plaza and amenities will be ensured through a perpetual irrevocable easement.
