The City Council is considering Ordinance 03-2026 for the adoption of the City of DeBary 2045 Comprehensive Plan, which involves updating goals, objectives, and policies as part of the evaluation and appraisal reporting process. This update is a substantive overhaul, as the plan has not undergone major amendments in 14 years. The process included over 12 months of public meetings and collaboration with state and county agencies. The Growth Management Director recommended approval of the second reading, stating that all external agency comments were addressed, and that upon approval, the plan will be transmitted to the state for final processing and will go into effect after a 45-day period.

Council Reviews Request to Remove Two Historic Live Oak Trees for Residential Development
The City Council is considering a request to remove two historic live oak trees from 226 Mansion Boulevard to allow for the construction of a single-family residence and a pool. Tree number two (30.6-inch DBH) is within the footprint of the proposed residence, and tree number five (30.5-inch DBH) is in the area designated for a future pool. Staff determined that relocation is not feasible and that preserving the trees would destabilize them or hinder development. The removal of tree number five is conditioned upon the receipt of a swimming pool permit application. The property is zoned R-4, and all proposed structures are outside the 25-foot upland buffer from wetlands. In total, 11 trees are slated for removal, but only two are classified as historic.
