Town Administrator Presents Overview of Unassigned Fund Balance and Future Financial Planning
Town Administrator Mike Fowler provided an overview of the town's unassigned fund balance, its management policies, and its implications for future goals and financial stability. He explained the process of reconciling the budget at the end of the fiscal year and how fund balance is generated. The current policy recommends retaining 9.5% of the total tax levy, which for 2025 is over $137 million. As of the last fiscal year, the unassigned fund balance was $18,787,000, leaving approximately $5.7 million above the policy recommendation. Fowler highlighted that future increases in the tax levy will necessitate a higher retained fund balance. He also discussed potential uses for the excess funds, including supporting capital funds, restoring the CBA trust, compensating absence fund, increasing veterans credits, funding the fire facility, and allocating more to capital reserve funds. A future discussion and decision on this matter are planned for October.

The town is partnering with the Southern New Hampshire Planning Commission for the Southern New Hampshire Housing Implementation Project. The information gathered will be incorporated into the region's comprehensive plan, and resident feedback through a survey will help guide future planning efforts. The survey is accessible on the Southern New Hampshire Planning Commission's website and a signboard on the first floor, and remains open until July 10th.
