Dixon Moves to Collect Delinquent Refuse Collection Fees Through Property Assessments
The City of Dixon is proposing to confirm assessments for delinquent refuse collection accounts and direct that these assessments be placed against the properties. As of March 31st, there were 580 customers with past due amounts totaling $150,111. An updated figure shows 249 customers owe $78,973. Recology has been actively contacting customers to recover funds before this public hearing. If approved, staff will work with Recology to place these assessments on the tax rolls for collection. There is minimal fiscal impact to the city, primarily related to administrative costs for notices. The resolution confirms the assessment for delinquent refuse collection accounts and directs their placement on properties listed in Exhibit A.
Dixon Finance Department Restructures, Promotes Key Personnel
The Dixon City Council approved restructuring within the Finance Department. This includes promoting the current Accounting Manager to the newly revised title of Assistant Finance Director. This position was previously Deputy Finance Director. The council also approved creating a Budget Manager position, with a current employee transitioning into this role. Additionally, one of the three Finance Analysts will be elevated to Finance Analyst II, serving as a lead. These changes are intended to ensure all operational functions are covered, provide succession for the Director role, and free up the new Budget Manager's time. The council confirmed that while these are operational decisions, council approval is required due to changes in job titles and classifications.
