City Approves $91,790 Contract for Storm Water Pipe Lining
The city commission authorized a task order for storm water cured-in-place pipelining (CIP) to Vortex Services LLC for $91,790. This project involves lining approximately 4,700 linear feet of storm water pipes ranging from 12 to 48 inches in diameter across 12 locations. CIP lining extends the service life of existing pipes by up to 50 years without requiring street excavation. The cost per linear foot varies by pipe size and thickness, averaging around $192 installed. This is part of a yearly capital improvement project and a continuing service contract awarded to Vortex Services LLC, which has successfully performed this work for the city before. The process involves inserting a fiberglass liner through manholes and curing it with steam, which can also improve flow rates.
City Considers Fire Assessment Study Amidst Property Tax Reform Concerns
The city commission reviewed a request for proposal (RFP) for a fire assessment study. This study is a preliminary step to potentially implement a fire assessment to fund fire protection operations, separate from EMS. This initiative is being considered in response to potential revenue losses from property tax reform. The process involves a detailed study to determine the full cost of fire protection services, excluding EMS, and to develop a fair assessment methodology. The RFP outlines tasks for consultants to analyze costs, propose rate options, and assist with implementation. The commission is being asked to approve advertising the RFP, with a long-term process involving public hearings before any assessment is imposed. The study is estimated to cost between $75,000 to $100,000, funded by the general fund.
City Approves Annexation of Spanish Pines Property
The city commission held the second reading and approved three ordinances related to the voluntary annexation of a property at 1991 Spanish Pines Drive. Ordinance 2602 annexes approximately 24 acres into the city. Ordinance 2603 amends the land use plan to designate the property as "residential low." Ordinance 2604 rezones the property to "single family residential R60." The property owners, James and Jean Davis, expressed their desire to join the city due to their long-standing roots in Deneden and their retirement years, wanting to contribute more actively. The staff recommended approval, noting that the proposed land use and zoning designations match existing county designations and align with the city's comprehensive plan. The LPA and Forward Panelis also recommended approval.
Downtown Businesses Propose Open Container District and "Second Friday" Revitalization
The city commission considered a proposal from local restaurants, bars, and breweries to establish a downtown open container hospitality district and to revive the "Second Friday" event. The businesses presented two proposals aimed at increasing downtown foot traffic and creating new recurring revenue for the city. Proposal one suggested an open container district modeled after Largo's "sip and stroll" program, where the city would sell branded cups, with merchants purchasing them and a portion of the revenue going to the city. Proposal two focused on revitalizing the "Second Friday" event by closing Main Street to traffic and creating a family-friendly celebration with local vendors, a night market, and jointly funded entertainment. The businesses stated they would handle the heavy lifting, asking the city for partnership and approval to proceed. The city manager suggested staff research the proposals and workshop them with the commission.
City Sunsets Youth and Public Relations Advisory Committees
The city commission voted to repeal resolutions establishing the Youth Advisory Committee and the Public Relations Advisory Action Committee. The Youth Advisory Committee was sunsetted due to challenges with consistent participation and the desire to focus on an expanded Teen Leadership Program. The Public Relations Advisory Action Committee was sunsetted at its own recommendation, as its original purpose of advising on communications was fulfilled by the establishment and growth of a professional communications department. The commission acknowledged the need for efficiency and the evolution of community engagement methods.
