Insufficient Trash Receptacles in Parks and Bus Stops Lead to Litter Concerns
Councilwoman Souza raised concerns about inadequate trash receptacles in public parks and at bus stops. She noted that Martell Park now has one bin in the dog park but could use another for the general park area to prevent littering. She also pointed out the removal of trash cans at bus stops on Twan and Warren Avenues several years ago due to labor issues. While acknowledging RIPTA's responsibility for bus stops, she suggested the city work with them to install bins. She also mentioned the effectiveness of "big belly" trash bins in other parks like Kimberly and Rockwood.
East Providence Community Center Furniture and Equipment Purchase Approved for $172,540
The council approved a resolution authorizing the Mayor to purchase furniture and equipment for the new East Providence Community Center from WBM Mason for $172,539.75. These funds were previously allocated from various sources, including Congressional Directed Spending, Rhode Island American Rescue Plan, and Coronavirus Capital Projects Fund. This purchase is necessary to equip the center for its planned October opening.
Burgess Avenue Speeding Concerns Prompt Request for Traffic Calming Measures
Councilwoman Souza requested speed monitoring on Burgess Avenue due to concerns about speeding and its use as a cut-through street. She noted that the street has only one stop sign and borders an elementary school. The DPW director responded that stop signs are not traffic calming measures and suggested other methods might be used. Souza asked the council to explore alternative calming measures, such as flashing speed signs. Council Vice President Rigo suggested utilizing the police department's traffic monitoring tools and engaging with the police chief first, as they have successfully used this approach in his ward.
Councilman Lawson Questions Willet Avenue Traffic Redesign Amidst Resident Frustration
During the council meeting, Councilman Lawson raised concerns about the recent traffic redesign, specifically "road diets," on Willet Avenue. He argued that these changes are causing traffic merges and congestion, leading to driver frustration. Lawson questioned who initiated these changes, noting conflicting information from residents, the administration, and state representatives regarding responsibility. Andre Herrera, Director of Policy and Constituent Services, stated the administration supported the redesign based on resident feedback about flaws in the original layout and yielded sign configuration. He asserted the new configuration meets traffic engineering standards and is safer, while acknowledging resident concerns and ongoing communication with RIDOT.
