Alley Vacation Petition Approved for HMS Elkhart LLC
Alley vacation 26-B-03, petitioned by HMS Elkhart LLC for a portion of a 12-foot alley off West Wolf Avenue, was closed after no public comments were made. The alley is located north of lots 349 and 350, and a part of lot 355 in Ellison Edition.
Vacant Property at CR6 and Northland Drive Annexed into City Limits
The council approved the annexation of certain real estate at the intersection of CR6 and Northland Drive. This vacant property is adjacent to Norco's current business and has an assessed value of approximately $575,000, with potential for future development. The annexation is expected to generate about $10,000 in new levy. All development costs will be attributed to the developer, with no new capital costs for the city. The property is adjacent to land already within the city, minimizing additional costs.
City Commemorates 250th Anniversary of the United States Founding
Resolution 26-R-35 was adopted, commemorating the 250th anniversary (semi-quincentennial) of the founding of the United States of America in 2026. The resolution encourages residents, schools, businesses, and community groups to participate in commemorative activities and reflects on the nation's history, achievements, and the contributions of individuals and the city of Elkhart. It expresses gratitude for sacrifices made and encourages reflection on founding ideals.
Council Advances Aviation Funding, Runway Rehabilitation, and New Municipal Taxes
Three ordinances were passed on second reading: Ordinance 26-0-26 appropriating $66,017.39 for the aviation fund to other funds account and authorizing transfer to the aviation federal fund; Ordinance 26-0-27 appropriating $2,320,765.06 from the Aviation Federal Fund for runway rehabilitation at Elkhart Municipal Airport; and Ordinance 26-0-28 adopting the Elkhart Municipal Wheel Tax and Municipal Excise Surtax and establishing associated funds. Councilman Hinkey expressed concern about the new taxes in Ordinance 26-0-28, requesting more public communication and ensuring the ordinance is revenue-neutral. The administration confirmed it is revenue-neutral and requested public communication.
