This tool is intended to aid in emergency management, traffic control, asset protection, and long-term flood control planning, including simulating the impact of proposed levies. The town has experienced frequent nuisance floods and occasional 100-year floods, making preparedness a priority.
Elkton Library Renovation and Expansion Plans Detailed, Branch Closure Announced
The Cecil County Public Library is providing an update on its current services and future plans, including the renovation and expansion of the Elkton branch. The library is running its summer reading and learning program, offering summer lunches at the Elkton and Northeast branches for youth 18 and under. The recent Children's Book Festival saw over 1300 attendees. Fiscal year 2026 saw nearly 340,000 visitors and 840,000 items circulated across the system. The Elkton branch renovation will address aging systems (HVAC, plumbing), water infiltration issues, and improve safety with a redesigned entrance. New spaces for teens, eight study rooms, and a maker space are planned. The branch will close August 29th, with a temporary popup library opening in mid-September. Construction is expected to take 15-18 months, with a spring 2028 reopening. The Friends Foundation is supporting the project through a capital campaign, having recently received a $20,000 donation from the Elkton Rotary.
Elton Considers Water Rate Increase Amidst Capacity Expansion Needs
The Town of Elton is considering a water and sewer rate study to address potential capacity expansion needs and ensure financial stability for both utility funds. New Gen Strategies presented draft results, recommending a 4% annual increase for water rates to cover projected expenses and future well and wastewater plant upgrades, while suggesting no increase for sewer rates due to a stable financial position bolstered by expiring debt service. The proposed increases aim to maintain healthy fiscal standing and prepare for significant infrastructure projects within the next five to seven years. The study anticipates customer and usage growth, driving the need for these financial adjustments. The average residential quarterly bill is projected to increase by 1.2% to 1.4% due to these changes, which are intended to be gradual to mitigate customer impact.
