Lead Line Replacement Nears Completion; Water Main Improvements and Sewer Repairs Authorized
The Senior Water Distribution Manager reported that phase five of the lead line replacement project has completed 335 resident replacements, with an estimated 75-100 more possible depending on budget. Restoration of soft surfaces and concrete will continue through the fall. Preliminaries for phase six, which will address remaining known lead lines primarily on numbered streets south of Broad, are underway. The city is also applying for a Water Supply Revolving Loan Account (WSRLA) agreement through the Ohio EPA for the Gulf Road water main improvement project. Additionally, a change order was authorized for the lead service line replacement project phase 4, and another for sanitary and storm sewer repairs.
Community Partnership Reports Significant Impact on Downtown Revitalization
Monae Roberts from the LAR Community Partnership provided an update on the organization's activities, highlighting leveraged funds of over $700,000 in operating and program support, contributing to downtown revitalization. Key achievements include supporting business developments, leading to the opening of several new storefronts, securing an $18 million investment for Foster Senior Lofts, and investing over $250,000 in placemaking and wayfinding initiatives. Future projects include looking glass markers, a mural, and a housing rehab program with CHN. The organization is also involved in downtown development rehab projects.
Rezoning Proposed for Chestnut Ridge and SR 57; Public Hearing Set
An ordinance was introduced to rezone property on the northwest corner of Chestnut Ridge Road and State Route 57 from Residential One to Commercial district. A public hearing is scheduled for September 8, 2026. During public comment, residents strongly opposed the rezoning due to significant traffic issues and safety concerns, questioning the adequacy of traffic studies and advocating for resident rights over commercial development.
Residents Voice Strong Opposition to Chestnut Ridge Rezoning Citing Traffic and Safety; Fireworks Enforcement Challenges Acknowledged
Council members and residents expressed significant concerns regarding traffic congestion and safety issues at the Chestnut Ridge Road and Doohurst Drive intersection, particularly in relation to proposed commercial development. Several speakers argued that the existing infrastructure is inadequate and that traffic studies failed to adequately address the core problems. Residents advocated for prioritizing existing residents' safety and property values over commercial interests and suggested alternative uses for the property. The council also addressed fireworks complaints, acknowledging enforcement challenges while noting existing ordinances provide police with tools to cite violators outside designated times.
Downtown Historic Redevelopment Grants Approved for Broad Street Properties; Tax Incentive Agreement Authorized
Two ordinances were approved concerning the downtown historic redevelopment grant program. Ordinance 2026-85 approves an application for improvements at 523 Broad Street, and Ordinance 2026-86 approves an application for improvements at 525 Broad Street. Both programs were created by ordinance 2021-31. An ordinance authorizing the mayor to enter into a Community Investment Area and Tax Incentive agreement with McGregor Landing LP was also passed under suspension of rules and declared an emergency.
