The board expressed concern and disappointment that DES approved this facility in the same watershed for which they previously required the town to build a new wastewater treatment plant.

The NH Department of Public Health and Human Services considers this not a significant concern currently, as there are no human or animal cases identified in NH this year, and it's an isolated mosquito batch. Routine surveillance and control efforts are ongoing. Regarding waste management, the DES approved a solid waste transfer station in Epping, a decision met with disappointment by the board due to its location in the same watershed where the town was mandated to build a wastewater treatment plant.
Exit Finance Report Shows Strong Fund Balances Amidst Operational Challenges
Finance Director Corey Stevens presented a comprehensive financial report for the fiscal year ending December 31, 2025. The report detailed revenues and expenditures for the general fund, water and sewer enterprise funds, and revolving funds (cable access, recreation, ambulance). Key findings included a $6.6 million fund balance for the general fund, indicating stability despite personnel vacancies affecting labor cost "savings." The water fund showed a $3.7 million balance, and the sewer fund a $6.7 million balance. Cable access revenue is declining due to national trends, leading to a deficit that required additional general fund allocation. Recreation programs are experiencing increased interest and revenue, contributing to a $125,000 net operating income, although significant investment in the 10 Road facility depleted its fund balance. The EMS fund showed growth in calls and revenue, contributing to a new communications console for dispatch.
Exit Select Board Approves Water and Sewer Rate Increases
The Select Board discussed and approved proposed rate increases for water and sewer services. The water usage fee will increase by 6% across tiers 1, 2, and 3, while quarterly water service fees will increase by 23%, and quarterly sewer service fees by 12%. These changes are effective July 1, 2026, and are intended to address rising operational costs and future capital expenditures, such as the planned surface water treatment plant and potential loss of state aid for sewer projects. The water and sewer advisory committee unanimously recommended these rates.
