Fair Oaks Ranch Council Approves Detailcorn Road Reconstruction Contract with DND Contractors
The City Council considered and approved a resolution authorizing the execution of a construction agreement with DND Contractors Incorporated for the Detailcorn Road reconstruction and waterline replacement project. The project includes full depth reconstruction of Detailcorn Road from Fair Oaks Parkway to Ralph Fair Road, drainage improvements, and utility and driveway adjustments. The road reconstruction project was jointly bid with the Detailcorn waterline project. The construction is planned in three phases, with an estimated total duration of 365 calendar days. Council members discussed traffic control plans, including detours for westbound traffic and potential intersection improvements at Chartwell and Satosong. The approved contract amount is not to exceed $4,787,381.15, including contingency. Staff recommended awarding the contract to DND Contractors, noting they were the lowest bidder and provided the best value. Future discussions will address traffic control measures for school hours at the Chartwell/Satosong intersection.
Fair Oaks Ranch to Apply for Texas Water Development Board Grant for Elevated Storage Tank Project
The City Council considered and approved a resolution authorizing the submission of an application to the Texas Water Development Board (TWDB) for a water supply and infrastructure grant. The grant program, funded by the Texas Legislature, offers up to $10 million for eligible water suppliers. The city intends to apply for funding for its elevated storage tank project. While the project is eligible and aligns with the city's capital improvement plan, staff noted challenges in scoring due to the city's relatively high average median household income (AMHI), which prioritizes economically disadvantaged communities. Despite potential scoring limitations, staff recommended submitting the application due to the significant potential funding benefit. If awarded, funding would be available between winter of the current year and May 1st of the next year, with projects needing completion by August 31, 2031. There is no fiscal impact from the resolution approval or application submission.

Concerns were raised that the proposed dedicated left-turn lanes in the Detailcorn Road reconstruction project might exacerbate school traffic backups. Council decided to approve the Detailcorn Road reconstruction contract with the proposed lane configuration and address specific traffic control measures for the intersection in a future workshop, acknowledging the need for solutions to mitigate school traffic impacts.
Fair Oaks Ranch Council Reviews Preliminary FY2026-2027 Utility Budget and CIP, Proposes Modest Fee Increases
The City Council held a workshop to review the preliminary fiscal year 2026-2027 utility fund budget and the citywide capital improvement program (CIP). The utility revenues are projected to remain relatively flat, with no proposed changes to volumetric water or wastewater rates. However, annual adjustments to utility fees (debt service and surface water fees) are included, resulting in a net increase of approximately $2.44 per month for water fees and $0.94 per month for wastewater fees. Operating expenses are increasing by 3%, including a 3% rise in GBR water supply costs and strategic investments in leak detection and infrastructure management tools. The budget maintains reserve levels and funding for future equipment replacement. Despite a projected negative operating income before depreciation, the utility fund is expected to remain financially sustainable with healthy reserves and a positive net position, largely due to investment earnings and drought surcharges. The proposed CIP includes significant funding for water projects like the elevated storage tank and ground storage tank upgrades, sewer line installation, and drainage improvements.
Fair Oaks Ranch Seeks Applicants for Boards and Commissions Amid Low Application Numbers
Amanda Valdez, Deputy City Secretary, provided an update on the city's annual appointment process for boards, committees, and commissions for fiscal year 2026-2027. Staff is recruiting applicants and coordinating with current members whose terms expire September 30th. Opportunities exist on six appointed bodies: Building Codes Board of Appeals (3 vacancies), Capital Improvements Advisory Committee (3 vacancies), Municipal Development District Board of Directors (3 vacancies), Planning and Zoning Commission (4 vacancies), Transportation Safety Advisory Committee (4 vacancies), and Zoning Board of Adjustment (4 vacancies). Currently, there are limited new applications received, with most incumbents seeking reappointment. Staff continues outreach efforts, and additional applications are expected before the July 30th deadline. The council will consider reappointments and methods for filling vacancies on August 6th, with potential interviews on September 3rd and 17th. New members will receive orientation the week of September 21st, with terms beginning October 1st.
