Select Board Approves Sign Variance for Penzance Road Trust, Conditional on Existing Sign Removal
The Select Board discussed a request from Penzance Road Trust for a variance to sign code 184-32A for off-premises signs on town property at the junction of Barnack Road and Gaznold Road. The DPW director recommended approving the variance and a grant of license for the sign's placement, noting it would provide a safe turning radius and prevent motorists from going further down Barnack Road unnecessarily. This approval is conditioned upon the removal of an existing, unauthorized sign located approximately 350 feet further down Barnack Road on town property. The board moved to approve the variance, subject to the grant of a license and removal of the unauthorized sign. A separate item concerning Farming Falmouth's sign variance request was withdrawn as the dimensions were brought into compliance with the sign code.
Affordable Housing Fund Approves Over $4.9 Million for New Housing Development
The Select Board, acting as trustees for the Falmouth Affordable Housing Fund, considered and approved funding applications for the development of affordable housing at zero Locust Field Road. The Falmouth Housing Trust received $925,000 for the construction of six homeownership units (two restricted at 80% AMI, two at 100% AMI, and two at 140% AMI), with $25,000 allocated for pre-development costs. Simultaneously, Falmouth Housing Corporation and Affirmative Investments, Inc. were awarded $4,025,000 for the construction of 40 rental units (38 units restricted at 60% AMI, two at 80% AMI, and two at 100% AMI), with $25,000 for pre-development costs and $4,000,000 for construction. The approvals were made following a presentation on the project's need, design, and financial breakdown, including the impact of these funds on the Affordable Housing Fund balance.
Public Hearings on ABC License Violations for Pier 37 Boat House and Falmouth Raw Bar Continued
The Select Board held public hearings regarding potential violations of alcoholic beverage licenses for Falmouth Pier 37 Boat House LLC (Pier 37 Boat House) and Falmouth Raw Bar, Inc. (Falmouth Raw Bar). For Pier 37 Boat House, the hearings were continued to July 13th to allow for the review of body camera footage and the applicant's corrective action plan. For Falmouth Raw Bar, the hearing was also continued to July 13th due to ongoing investigations and the need for further information, particularly regarding documented incidents of underage drinking, assaults, and potential overserving.
Eversource Updates Select Board on Falmouth Tap Project Alternatives, Citing Cost and Schedule Concerns
Eversource Energy provided an update on the Falmouth Tap upgrade project, presenting an evaluation of alternatives to the originally proposed substation site on Sam Turner Road. Shifting the substation towards the golf course (Alternative 1) was deemed too costly and complex due to earthwork, retaining walls, and temporary undergrounding of lines, with no benefit to saving trees along Sam Turner Road. Moving the station a half-mile north to town-owned property on Route 151 (Alternative 2) was found to have significant negative impacts, including a 3-4 year delay to an urgently needed project, potential impacts on other Cape projects, increased tree clearing (three times the amount), and higher costs to customers. Eversource is exploring on-site and off-site visual mitigation options, including vegetation and fencing, and is engaging with abutters. Public comments raised concerns about the extent of tree clearing, the adequacy of visual mitigation, the impact of heavy vehicles on Sam Turner Road, and the need for concrete answers and compromise from Eversource.
