Additionally, he clarified that two motions recorded at the end of the minutes were not made by him as indicated, but rather by Squire Blackburn (renaming Buesta Park 421) and Squire Herod (adjournment). The minutes were amended to reflect these corrections.
Emergency Funds Sought for Farmers Lane Bridge Repair
The fiscal court is considering an application for emergency funds from the Kentucky Transportation Cabinet for repairs to the Farmers Lane Bridge. A previous grant for bridge repair was awarded, but the lowest bid exceeded the grant amount by $101,183. An application for additional CCVIP funds was denied. The court is now looking to apply for up to $100,000 in state emergency funds, requiring a 20% local match. The bridge has a low weight rating, impacting emergency vehicle access and the roughly 200 homes on the other side, which have only one way in and out. The court anticipates knowing the outcome of the emergency fund application by the end of the following week.
Maintenance Director Receives Pay Increase Based on Cost-Saving Efforts
The fiscal court discussed and approved a pay increase for Greg Fry, the Maintenance Director. His hourly rate will increase from $38.84 to $41.00, with the total financial impact, including taxes and retirement, estimated at $5,300. This increase was budgeted into the 2728 budget and previously reviewed by the finance committee. Several members of the court emphasized that the justification for the raise stems from Fry's extensive work, including taking on tasks that would otherwise cost the county significantly more if outsourced, such as concrete pouring for renovations and general maintenance, saving an estimated $5,000 on one project alone. It was also clarified that Fry's entire salary is reimbursed by the AOC (Administrative Office of the Courts).
Scenic Quarter Project, Mentoring Program, and Community Events Highlighted
The Judge's report highlighted several community initiatives and upcoming events. A meeting was held regarding the Lexon-Frankfurt Scenic Quarter project, which involves creating a new entrance on Old Frankfurt Pike with stone walls and a statue of Stormcat, a partnership between Franklin and Woodford counties. This project aligns with the area's designation as a national scenic byway. Additionally, a presentation was given on the Wanda Joyce Robinson Foundation's 'Lunch Buddy' program, a school-based mentoring initiative. The report also mentioned the America 250 celebration and upcoming events like the Farm City Field Day, the Franklin County Fair, and the kickoff for the Aquatic and Wellness Center.
Jail Maintenance Contract Approved Amidst Sales Tax and Serial Number Concerns
The court approved a two-year agreement with HMC for preventative maintenance services at the jail. The agreement covers various systems including the chiller, split systems, boilers, water heaters, pumps, air handlers, and exhaust fans, both inside and outside the facility. Squire Sebastian raised concerns regarding the mention of 'quarterly invoices plus Kentucky state sales tax' in the agreement, as the county is exempt from sales tax. The county attorney confirmed this would be addressed. Additionally, Squire Sebastian noted that many serial numbers for equipment were listed as 'to be provided' and requested that these be filled in to maintain accurate records, a request echoed by Squire Donus.
