Gardner City Council Meeting July 6, 2026
Published: Jul 6, 2026
Transfer Station Safety Coordinator Designated Special Municipal Employee
The council designated the position of Transfer Station Safety Program Development and Compliance Coordinator as a special municipal employee. This designation allows Inspector Babman of the Health Department to hold both this new position and his current role. The recommendation came from the director of public health and the mayor, who cited Mr. Babin's experience and noted that the roles would not conflict due to differing work schedules (weekends vs. weekdays). The committee favored the measure, and it was adopted.
Greenwood Pool Signage Funding Transfer Referred to Finance Committee Amidst Council Debate
A measure to transfer $4,16 from the city council salary and wages account to Greenwood Memorial Pool for minor equipment and signage was discussed extensively. Councilor Mack explained the need for signage to preserve the legacy of the 111-year-old pool, which was a gift from the Greenwood and Haywood families. She noted the quote from Lyman Signs was only valid until July 25th, 2026, and funds needed to be allocated by August. Several councilors expressed concerns about rushing the decision, the timing during the pool season, and whether other options were explored. Councilor Tone inquired about other local companies, and Councilor Mack explained the process involving Director Huey and DPW sign department, leading to the recommendation of Lyman Sign. Ultimately, Councilor Mack withdrew the motion to approve and instead moved to refer the item to the finance committee for further study. This motion to refer passed.
Ordinance Amends Compensation Schedule, Removes Golf Position
An ordinance was presented to amend the non-UN compensation schedule to add positions, including Golf Administrative Assistance and Transfer Station Safety Program Development and Compliance Coordinator. Councilor Journal allows moved to send the ordinance to its first printing. Councilor Journal allows then moved to amend the ordinance to remove the Golf Administrative Assistant position, as it was not included in the finance committee's setup. This amendment passed. The ordinance, as amended, applies to the recently created special municipal employee position and allows the city to pay it at the proposed rate. The amended ordinance was then adopted.
City Clerk's Step Designation Ratified Based on Experience
The council ratified the council president's recommendation for the city clerk's step designation. The finance committee reviewed the recommendation to set Clerk Pavven's step designation to step one, considering her over 20 years of legal and municipal experience. The committee found the recommendation appropriate. Councilor Kazinskus inquired about the number of years credited, and it was clarified that 4.5 years were credited, though up to 10 years could have been considered. Councilor Mack noted the financial difference on the step scale. The measure was adopted.
City's Hazard Mitigation Plan Referred for Further Study
The city's hazard mitigation plan was presented for adoption. Councilor Mack moved to refer the measure back to the finance committee for further study and report. This motion passed, indicating a need for additional review before adoption.
