Further concerns were voiced regarding emails discussing the expediting of permitting processes and the potential presence of nuclear waste, citing correspondence with Jim Ford and Paul Murray. Ben Decker criticized perceived decision-making based on land ownership rather than established rules and urged consistency in applying ordinances and comprehensive plans.
Council Accepts Public Improvements for Alley Sewer Replacement and Asphalt Pothole Repair Projects
The council approved the acceptance of public improvements for two projects. The Alley Sewer Replacement Project, installed by Hot Iron Incorporated, was accepted at a cost of $492,814.45. Additionally, the 2026 asphalt pothole repair project, constructed by SS Builders LLC, was accepted for $241,637.80. Councilmember Gross abstained from the vote on the pothole repair project.
Council Discusses Delegating Liquor Permit Authority, Approves Rail Yard LLC Permit
The council discussed a proposal to delegate authority for processing liquor license catering permits to city staff (administrator, clerk, PD) via resolution, as an alternative to the current process requiring full council approval for each permit. Attorney Brown explained this could expedite the process for businesses. Councilmember Smith expressed reservations, preferring to work towards removing the statutory requirement entirely, believing it's unnecessary for businesses in good standing. However, he agreed to the short-term delegation to speed things up. Councilmember Cleveland suggested adding 'guardrails' to the delegation, such as considering an applicant's violation history. The council also discussed the dual requirement of having permission from both the issuing jurisdiction and the event jurisdiction for catering permits. Ultimately, the council approved the current permit application for Rail Yard LLC to cater an event in Cheyenne while continuing discussions on statutory reform and delegation.
Council Approves Waiver for Pronghorn Ranch Subdivision and Final Plat for Prestige Park
The council considered a request to waive the preliminary plat process for Pronghorn Ranch Phase 3 Filing 1A subdivision, allowing the developer to proceed directly to the final plat application. Administrator Cole explained that the subdivision has existing phases, and while work began on Phase 3, economic downturns and the pandemic halted progress. Much of the infrastructure is already in place, and restarting the preliminary plat process was deemed unnecessary by staff. The recommendation to waive this step was approved. Additionally, the council considered a resolution approving the final plat of lots 6E, 6F, 6G, and 6H of Prestige Park, located on the eastern edge of the Interstate Industrial Park near Harley-Davidson, for ownership and future development purposes, which was also approved.
Council Appoints Members to Various Citizen Advisory Boards and Committees
The council appointed several individuals to various citizen advisory boards and committees. These appointments include terms on the Campbell County Joint Powers Fire Board, Campbell County Public Land Board, Board of Adjustment, Investment Advisory Committee, Parks and Beautification Board, Personnel Review Board, Planning Commission, Regional Water Panel, Retiree Health Benefit Trust Committee, Gillette Historic Preservation Commission, Urban Systems Committee, and Community Juvenile Services Board. The mayor abstained from voting on most appointments, with the council voting six to zero or five to one in most cases, and some members abstaining.
