Greencastle Council Amends Loading Zone Ordinance, Adopts Comprehensive Plan Update and Fee Methodology
The council considered Ordinance 2026-5, concerning loading zones on Vine and Indiana streets. The developer, Brett's from DePaul, explained the need for two reserved spaces for trash removal from the building, which would necessitate moving two existing fire department reserve spaces further east. A compromise was reached, and the motion to amend the ordinance was passed to vacate the first two spaces and add fire spaces starting 40 feet from the corner. The council then adopted the amended ordinance. Additionally, the council adopted Ordinance 2026-06, establishing a special event street closure policy, and Resolution 2026-10, which sets a methodology for determining development and inspection fees using the International Code Council (ICC) standards. Finally, Resolution 2026-11, adopting the City of Greencastle 2026 Comprehensive Plan update, was approved. This plan, a 262-page document, serves as a guidance tool for future development and can be amended over time. Discussions also touched upon the importance of the upcoming Unified Development Ordinance (UDO) for implementing the comprehensive plan and the need to consider future zoning for data centers and other emerging facilities.
Greencastle Celebrates Emerald Palace Opening with Ribbon Cutting and Free Swim; Playground Swing Safety Discussed
The Parks Department is hosting a ribbon-cutting ceremony for the Emerald Palace on August 8th at 11 AM, followed by free swim at the pool, which will be its last official day open. The event will include food trucks and is a thank you to the community for their efforts on this project. The Emerald Palace has already seen good attendance. A discussion also occurred regarding playground equipment, specifically the safety of existing bucket swings. While new infant swings may not be the bucket style due to safety concerns about harnesses and head control, the city is open to future additions. The Parks Department also noted the successful summer feeding program, serving close to 9,000 meals.
Greencastle Schools Report Success Amidst Financial Challenges; City Prepares for Roadwork and Updates Comprehensive Plan
Catherine, representing Greencastle schools, presented an update on the school district's performance. Despite financial constraints due to Senate Bill 1, the district has maintained its programs and upgraded its bond rating to 'A'. Academically, nearly 98% of high school students participate in extracurricular activities, and a Lilly Scholar was recognized. The summer school program showed reduced numbers of students needing remediation due to improved literacy efforts. Individual grade-level proficiency in math and reading showed significant growth, with high percentages of students passing end-of-year assessments. The district's Academic Super Bowl teams secured multiple state championships, and music ensembles earned straight golds. Capital projects included roof replacement, repainting classrooms, seal coating parking lots, new classroom furniture, interactive whiteboards, and upgrades to sports fields. Enrollment is a concern, with kindergarten enrollment lower and an anticipated overall decrease. The free and reduced lunch rate for the district is 51%. The Mayor also discussed road resurfacing projects on Shadow Lawn and Jackson Street, using NDOT funds. Roadwork is also planned for Indianapolis Road and Percy Julian, with phased closures to minimize disruption. Sidewalk construction is set to begin city-wide. The new City Engineer, Jake Gould, was introduced. Russ Evans Sr. raised concerns about lightning safety at outdoor public events, recommending closures after strikes. A discussion also occurred regarding electric scooters and other electric personal transportation devices, with council members exploring potential regulations for safety. The council also welcomed John, a new member. A discussion on gas prices and potential price-fixing among local owners was raised.
Greencastle Council Approves Over $2.1 Million in Claims, Including Police Vehicles and Redevelopment Funds
The council reviewed and approved claims totaling $2,120,287.18, which included direct payables, regular payables, payroll, and pension costs. A significant portion of the direct payables was attributed to a large claim for redevelopment, amounting to nearly $929,000. Other notable expenses included the purchase of three police interceptor vehicles for $157,992.00, annual fees for Flock cameras for the fire department ($12,000), and support for the Humane Society and Rural Transit ($16,000 and $30,000, respectively). Funds were also allocated for fire department turnout gear and annual physicals, Civic Plus social media archiving, downtown banners and flags, landscaping, vehicle services for the police department, and law enforcement training seminars. The council also approved claims related to the cemetery and park projects.
