Developer Reports Substantial Compliance for North Graham Road Project, Blue Triton Expands Local Employment
During the miscellaneous business portion of the meeting, Wester Brown of Fakery Drinker provided an update on a project involving Buildings A and B at 1055 North Graham Road, represented by CF1 charts. Brown highlighted that the central Indiana market has a 12% vacancy rate, making leasing retention important. While job numbers for Building A were below the initial mark, salaries ($56/hour average) were three times the anticipated $18/hour. The primary news was that Blue Triton, the tenant for Building A, now employs 42 people, up from 8, having transformed the facility into a branch location for home and commercial deliveries. This facility supports Blue Triton's nearby manufacturing plant (200-220 employees). Building B, though only 40% leased, is overperforming its job numbers and has a promising Fortune 500 tenant for the remaining space, potentially adding 30-100 jobs. With Building A at 42 employees, they are only six short of the required 48, demonstrating substantial compliance. The council motioned to find substantial compliance for the project.

The property owner, EQT Real Estate, requested an additional year to comply with abatement requirements due to a previous tenant filing for bankruptcy and a new tenant, ResMed, signing a 12-year lease. The Greenwood Common Council considered and amended Ordinance 2619 regarding the annexation of approximately 193.2700 acres at the northeast corner of Whitland Road and County Road 200 West. The amendment incorporated findings from the Plan Commission. A subsequent discussion and amendment addressed the requirement for building a bridge, with the developer proposing a $100,000 restricted donation in lieu of immediate bridge construction. The council ultimately amended the ordinance to include a $500,000 restricted donation and a 'no vinyl' condition, passing the ordinance with a 7-0 vote.
Greenwood Council Terminates Tax Abatement for Extra Southtech Plan LLC
The Greenwood Common Council considered Resolution 2608, terminating real property tax abatement for Extra Southtech Plan LLC. The representative, Riley Dunar from EQT Real Estate, explained that the development was delayed due to changes in interest rates and construction debt in 2022. Although the original investment period for the abatement may have passed, EQT has purchased the land and plans to begin construction by late August or September, with completion expected in 2027. The council voted 7-0 to terminate the abatement, suggesting the company reapply.
Greenwood Council Amends Merit System Ordinance
Greenwood Common Council considered Ordinance 2623 to amend Chapter 6, Article 12 of the Greenwood Municipal Code concerning merit pay. Police Chief Jim M. explained that the ordinance updates the outdated merit system to align with state statutes and best practices, involving input from various stakeholders including city attorneys and the merit commission. The merit commission unanimously voted in favor of the proposed changes. The council suspended rules to pass the ordinance through first and second readings, including a minor correction for a scribener's error, with a 7-0 vote on both readings.
