Police Department Seeks Grant for New Command Vehicle
The Police Department is requesting approval to apply for the 2026 FEMA Port Security Grant Program to replace its 2011 command vehicle. The current vehicle is heavily used for special events and as a backup for the dispatch center but is aging, experiencing mechanical issues, and lacks modern capabilities. The grant, which follows a 75/25 matching fund model (75% grant, 25% city), would fund a new mobile command center estimated at $2,251,000. The city's share would be $562,750, to be allocated in the 2028 or 2029 capital budget. The build time for the new unit is two years. This upgrade would provide enhanced technological capabilities and serve as a critical emergency failover system.
Granberry Executive Transport Seeks Franchise Agreement for Coastal Alabama Expansion
The City Council considered a request for a franchise agreement from Granberry Executive Transport, a Texas-based company seeking to expand into the coastal Alabama area. The company offers luxury chauffeur, airport, executive, corporate, special event, and non-emergency medical transport services. They operate from an office at The Wharf and store vehicles at the airport. Their fleet includes a 2022 Lincoln Nautilus, a Lincoln Navigator, and a 2023 Cadillac Escalade. The company already holds a Gulf Shores business license, and their vehicles have undergone inspections. The request involves obtaining a city of Gulf Shores business license and ensuring compliance with relevant ordinances.
Fire Department to Apply for FEMA Grant for New Fireboat
The Fire Department received approval to apply for a FEMA port security grant to fund the acquisition of a new fireboat. Silver Ships submitted the lowest conforming bid for the boat at $5,944,710. The grant requires a 25% match from the city, totaling $1,486,177.50, which falls within the budgeted amount of $250,000 for the current year. The new fireboat will be equipped with chemical, biological, radiation, and nuclear detection capabilities and will primarily serve the intracoastal waterway, with the capability to operate in the Gulf of Mexico, Oyster Bay, and Mobile Bay. The closest conforming bid was from Canada, but Silver Ships, located in Theodore, was selected after a site visit and evaluation.
City and Gulf State Park Execute Land Swap for Future Highway Realignment
The City Council reviewed a resolution authorizing the exchange of properties between the city and Gulf State Park. This exchange involves 30.19 acres of undeveloped land from ADCNR (Alabama Department of Conservation and Natural Resources) and 53.71 acres of undeveloped land from the city. The acquisition of these lands will allow the city to secure a future right-of-way for a potential realignment of Highway 180 to bypass the Gulf Pines neighborhood. An extensive environmental review has been completed for this land exchange. The resolution pertains solely to the land exchange, not future roadway improvements.
Contract Extension for Eventbrite and MS Bike Ride Permit Application Reviewed
The Department of Recreational and Cultural Affairs is requesting a one-year contract extension with Eventbrite for ticket sales and promotion services for events like the Winter Entertainment Series. Eventbrite's fees are transferred to the ticket holder, similar to Ticketmaster. The proposed fees are 3.7% of the ticket's face value plus a 2.9% processing fee, borne by the customer. The department anticipates using Eventbrite to cross-promote tickets for events at the new performing arts center at the school. Separately, a large group activity permit application for the 'Tour to Beach' Multiple Sclerosis bike ride was presented. This annual event, scheduled for Saturday, September 26th, will consolidate its two-day ride into one day and estimates 150 participants. It will start and end at Lake Shelby, with designated rest stops. Off-duty police officers will monitor roadways and traffic. Three routes are planned: 25 miles (Pink Route), 42 miles, and a 74-mile route incorporating parts of Orange Beach and the Gulf State Park trail system.
