Councilman Addresses Commercial Debris Issues and Public Works Debris Pickup Delays
Councilman Sellers discussed concerns with commercial cutters blowing parking lots and street debris into the street, noting a lack of ordinance teeth to enforce compliance. He requested the administration bring forth an ordinance with fines for property owners. Sellers cited instances on Courthouse Road and Hughes Avenue. He also addressed debris pickup delays due to recent storms and spring cleanup, asking Mr. Busby from Public Works for an update. Busby explained that recent tornadoes and heavy rains have significantly impacted their schedule, as they are a routine yard debris service, not equipped for storm debris. He stated crews are working 12-14 hour days and expect to be caught up within three weeks.
Resident Opposes Bill Road Project, Citing Wetland Destruction and Flood Risks
Kelvin Barnett spoke during public comment regarding the Bill Road project, expressing strong opposition. He stated that the project would destroy 98 acres of wetlands that protect communities from flooding, comparing the area to 27 football fields. He warned that the road, potentially built on wetlands, could sink and cause flooding for 200 residents in nearby communities if another storm occurs. Barnett criticized the lack of transparency in CDBG funds and urged the council to prioritize community safety over funding. He also expressed condolences to the Nolan family and emphasized the importance of transparency and addressing community issues like crime.
Highway 49 Divider Fence Deemed Overkill; Council Urges MDOT Reconsideration
Councilwoman Hines discussed the Highway 49 divider and fence, clarifying that MDOT designed it with a galvanized chain-link fence, but the city administration opted for a more decorative fence. She acknowledged it still looks unappealing, comparing it to a demilitarized zone, but stated it's an improvement over chain-link. Hines mentioned six deaths in six years due to crossing incidents and believes concrete barricades would have been a better alternative. She urged the council to revisit removing the fence once sidewalks and crossroads are open. She also noted a CDED public hearing on July 23rd and requested the council review her email regarding CBC for the mayor and council.
Contractor Fails Inspection for Park Boulevard Landscaping Work; Rectification Required
During the discussion on routine agenda items, Councilman Buckner inquired about the scope of work for Gulf Breeze on Park Boulevard, specifically regarding mowing and landscaping. It was confirmed that the contractor failed inspection due to not completing edging, weeding, blowing, and cleaning up debris, leaving trash in the street. The contractor was instructed to return and rectify the issues, with potential docking of their invoice if standards are not met. As of the meeting, the work was still not cleaned up to standards.
Southern Circle Residents Petition for Urgent Drainage Repair Amidst Severe Flooding
Tephany Sparks presented a petition signed by 54 neighbors and workers regarding a collapsed storm drainage pipe on Southern Circle, causing significant and ongoing street flooding. She requested an immediate inspection, flood mitigation measures, and permanent repair. Sparks detailed the inadequacy of the city's response to numerous complaints since 2008, citing 24 days of standing water in June, with the street fully submerged for 19 days. The failed system is causing yard erosion, damage to property, potential foundation integrity issues, sinkholes, driving hazards, restricted access for emergency services, pest breeding, foul odors, pesticide runoff concerns, and negatively impacting property values and residents' quality of life. She urged prompt attention and a long-term solution.
