Clear Creek Greenway Project Enters Construction Phase
Brendan Shanahan, City Engineer, provided an update on the Clear Creek Greenway project, a nearly two-mile extension connecting communities east of the city's greenway system. The project traverses physical barriers like Mud Creek and Allen Branch, and under I-26, providing access from the post office and Highland Square Drive to downtown and several parks. It is centrally located for over a thousand residences, including new developments. The project's cost is approximately $800,000 for engineering/design/permitting and $4.5 million for construction/administration. NHM Constructors was awarded the construction contract. The project is funded by federal grants through NCDOT, NC Parks, and NC Trails, with phases set for completion in Fall 2026 and Spring 2027.
Annexation Request Approved for Georgia Avenue Parcel, Utility Connection Granted
The City Council held a public hearing and approved the annexation of three non-contiguous parcels totaling 0.87 acres on Georgia Avenue, requested by Greg Grooms of Blue Pinnacle Homes. Although the parcel is within the city's ETJ but outside the proposed growth boundary, making it ineligible for standard annexation due to its satellite nature and inclusion in a larger subdivision, the council directed staff to allow connection to city water and sewer utilities. This decision aligns with city policy that requires annexation for utility connection but allows for exceptions in specific circumstances.
Amendments Approved for Garrison Industrial Park to Facilitate Jabil Expansion
The City Council considered and approved amendments to agreements related to the Garrison Industrial Park. These amendments include paying off the remaining loan balance of $460,000 to the Economic Investment Fund and waiving the associated interest, in exchange for the fund committing to sell the property to an industry meeting the 80% threshold. Additionally, Lot 2, previously not part of the park, will be added to accommodate Project Crown (Jabil expansion), with a portion allocated to the fund for access and another to Jabil for parking. These changes aim to facilitate the Jabil expansion and secure continued economic development.
Language Access Plan Urged for Adoption to Improve Communication
Nancy Diaz spoke in support of the Language Access Plan, highlighting its development over many months by city staff and community partners. She emphasized the importance of language justice, particularly in emergency disaster communication, and thanked the council for their investment and staff for their grace and commitment. She urged the council to adopt the plan to ensure community members who do not speak English as their primary language can receive vital city communications.
New Taxi Service Approved to Address After-Hours Transportation Needs
The City Council considered and approved a resolution granting a Certificate of Public Convenience and Necessity for I and M Airport Taxi LLC to operate a new taxi service. The applicant, Mr. Suhan, a current local cab driver and former Uber driver, identified a need for additional taxi services, particularly after 6:00 p.m., as the current service reportedly ceases operations at that time. This will provide more transportation options for residents, especially for late-night needs like hospital transport.
