City Sells Parcels to Neighbor, Approves Housing Project Grants and Consulting Services
The council authorized the sale of two city-owned parcels next to Joseph Meyers for $1,000. Meyers has been maintaining these properties for several years. The sale is proceeding without a planning commission review, as the properties are being sold 'as is'. The council also approved two resolutions related to a multi-family apartment and retail project in the 400 block of Howard Street, authorizing applications for grants from the Department of Iron Range Resources and Rehabilitation and the Minnesota Workforce Housing Development Program, potentially up to $4.7 million. Additionally, they authorized a consulting services agreement with Miriam Kuro Consulting for this project, not to exceed $3,960, to oversee the project's progression in the absence of a community development director.
Public Safety Building Construction Progresses; Furniture Order Approved
An update was provided on the progress of the Hibbing Public Safety Building and the Central Range Public Works project. For the Hibbing Public Safety Building, construction is approximately 64% complete based on schedule and 51% complete financially. The project is on track for a November 16 completion date. The Central Range Public Works project is experiencing delays due to review by the Minnesota Department of Labor and Industry for interior finish-outs, but is expected to move forward soon. A furniture order for the Public Safety Building was approved with a price increase of $4,369.47, to be paid from city funds.
Downtown Traffic Study Recommends Transition to Stop Signs for Most Intersections
The city presented findings from the Downtown Hibbing Parking and Traffic Study, indicating that based on current traffic data, none of the intersections warrant a stoplight, and all would be better served by stop signs. The study examined seven signalized intersections. Several intersections are transitioning or have transitioned to four-way stops, including 31st Street and Fifth Avenue. The intersection at 37th Street and First Avenue is the most debated regarding whether to retain a stoplight or implement a four-way stop, with data suggesting the latter. First Avenue and Howard Street will retain a semaphore. The study's findings will be presented for council consideration at the next meeting, with a communication plan to inform residents.
Council Approves Purchase Agreement for Commercial Property on 14th Avenue East
The city attorney presented a recommendation to proceed with executing a commercial industrial purchase agreement for real property located at 3125 14th Avenue East, parcel code not fully specified but referring to a property sale to Rich and Sherry Le. The council approved authorizing the mayor and clerk to execute this purchase agreement.
