Recycling Business Owner Seeks Notification on Proposed Scrap Metal Shredder
Gary Kelmer of Dakota Recycling in Volga, South Dakota, introduced himself and his son, Jerome, and requested to be informed of any developments or hearings regarding the proposed scrap metal shredder west of town by Dakota Metal Recycling. The planning department confirmed they received the request, reviewed the application, and noted that the previous decision by the commission was to approve a plat only. The department stated that the proposal did not meet the threshold for a conditional use permit, as the applicant indicated it would involve small gauge metal and minor appliances. They will continue to monitor the situation.
Consent Agenda Approved, Including Fuel Quotes, Personnel Updates, and Bill Payments
The city commission reviewed and approved the consent agenda, which included minutes from a previous meeting, two fuel quotes for city departments, personnel items (acknowledging completion of probationary periods for Jessica Sapco and Clint Posta, and a wage adjustment for Abby Valanc Court), and payment of bills.
Ordinance Proposed to Align Building Permit Requirements with State Law
The commission is considering Ordinance 202285-18-71, which exempts certain work from building permit requirements. This ordinance is a result of Senate Bill 3, passed during the legislative session, and aims to bring the city's code into alignment with state law. The ordinance was presented for a first reading, and a second reading is scheduled for July 13, 2026. The city attorney and several staff members have reviewed and recommended approval.
City Commission Adds Storm Cleanup Update to Agenda
The city commission discussed and approved the addition of a work session to the agenda due to a recent storm. This work session will feature updates from department heads on storm cleanup efforts and will be broadcast on YouTube for community access. The agenda was approved with this addition.
Huron Police Department Seeks Grant for New Radios and Cameras
The Huron Police Department requested approval to apply for the Burn Discretionary Community Project Grant to fund the purchase of new mobile and portable radios, as well as body-worn and mobile cameras. The grant application period is short, so an exact dollar amount was not yet determined. These new items are needed because existing homeland security grant applications are stalled, and the department wishes to pursue additional opportunities. The current license for mobile and body-worn cameras expires at the end of 2027. The estimated total cost for body and car cameras over a 10-year period and new radios is approximately $750,000. The grant has no matching fund requirement and can be fully or partially funded. The application deadline is July 15th, with notifications expected in August.
