Ithaca Council Approves Policy for Police Tactical Grant Applications
The Common Council voted to establish a policy requiring prior Common Council approval before the Ithaca Police Department (IPD) applies for tactical equipment grants. This policy aims to increase transparency and ensure that grant applications align with the city's policy priorities, including the Reimagining Public Safety Plan. An amendment to include surveillance technology grants passed by a 9-1 vote. The final resolution passed 9-1, with Alderperson Fobritizio voting against it.
Lake Street Easement Approved for Public Access to Ithaca Falls Overlook
The Common Council unanimously approved an easement agreement for the Lake Street site, formerly the Ethan Gun site. This agreement fulfills a requirement of a development agreement between the city and 121125 Lake Street LLC (developer, now known as Pinnacle). The easement provides public access to an overlook and sporting infrastructure with views of Ithaca Falls, and also grants the developer and city access for maintenance and emergency response purposes. The agreement ensures public access and facilitates necessary maintenance and official use of the overlook area.
Ithaca Council Mandates Consultant Fee Analysis in Budget Presentations
The Common Council passed an amendment to the proposed executive budget that requires department heads to include an analysis of all consultant fees in their presentations. This amendment aims to provide greater clarity on how the city spends money on external consultants, identify potential redundancies, and determine if services could be performed in-house. The amendment was proposed by Alderperson Fobritizio and modified to be included within existing department presentations rather than a standalone item. The final amendment passed 9-1, with Alderperson Sou voting against it.
Ithaca Acquires Former Army Depot for Housing Redevelopment
The Common Council approved the city's acquisition of a 5.67-acre former Army Depot property at 101 Sunrise Road for future redevelopment, primarily for housing. The property was declared surplus by the General Services Administration (GSA), and the city was given the opportunity to acquire it. The GSA appraised the property at $1.7 million, and the city will deposit $170,000 from its fund balance as earnest money, with the controller's office tasked with developing a financing package. This acquisition is seen as a unique opportunity to control the development of a large parcel for housing and potentially for interim city uses, preventing it from going to public auction to the highest bidder.
