City Council Endorses Support for Park and Land Trust Grants, Including Soccer Field and Ravine Expansion Projects
Resolution 111 was adopted, authorizing the mayor to submit an application for a New York "Kicks" program grant of up to $200,000 for the Hasbrook Park soccer field project. Resolution 115 and 116 were adopted, endorsing support for the Kingston Land Trust (KLT) for grants from the NY State Parks, Recreation, and Historic Preservation Environmental Protection Fund for the Land Exploratory Project (Phase One) and the Red Fox Ravine Expansion Project, respectively. These are supporting resolutions and do not incur costs for taxpayers.
City Council Approves Solar Project Environmental Determination and Pursues Climate Mitigation Grants for Trees and Solar Arrays
Resolution 103 was adopted, determining that the installation of a roof-mount solar system for the foresight nature center storage building is a type 2 action under SEQR, not requiring an environmental impact statement. Resolution 110 was adopted, authorizing the mayor to apply for a $200,000 Climate Smart Communities grant for the Kingston extreme heat mitigation project, focusing on purchasing and planting street trees. Resolution 113 was adopted, authorizing the mayor to apply for a $120,000 Climate Smart Communities grant for the deed stadium solar array project, which will involve cost-sharing with the Kingston City School District.
City Council Approves $3.32M Bond for Water Pump Station Rehabilitation Despite Concerns Over Debt and Transparency
Resolution 118, a bond ordinance dated July 7th, 2026, was adopted authorizing the financing of the water pump station rehabilitation project at an estimated cost of $3,320,000. While a state grant covers 25% of the cost, the city will be responsible for retiring approximately $2.5 million in debt through water and sewer fees. Several council members expressed concerns about the project's cost, its absence from the multi-year capital plan, and the transparency of the process, but ultimately supported the project due to the necessity of maintaining wastewater infrastructure. The bond passed 8 to 1, with Alderwoman Mickens dissenting.
Solar Project Funding for Nature Center Storage Building Referred Back to Finance Committee Over Fund Use Concerns
Resolution 96, concerning the expenditure of $31,172 from the recreation free reserve for the foresight's nature center storage building solar installation project, was sent back to the finance committee. Alderman Michael Ham expressed concern that the use of funds from the WCK fund for this solar project was inappropriate.
Policy on Disposition of Surplus City-Owned Property Sent Back to Committee for Further Discussion
Resolution 102, concerning the amendment of the policy for the disposition of surplus city-owned property, was sent back to committee for further discussion. Alderman Mike Ham and Alderwoman Michelle Hirs supported sending it back for further discussion.
