The total cost for the 20-acre parcel, excluding surveys and fees, is approximately $675,000, and for the 5-acre parcel fronting Rolling Acres Road, approximately $337,500. The land is intended to be dedicated as parkland and will be integrated into a park complex, potentially utilizing Little Dirt Road for ingress. The purchase will reduce the balance of parks and recreation impact fees.

Town Manager Reports on Budget Workshop, Cybersecurity, and State Appropriation

The town manager provided updates on several items. A legislated appropriation request of $1 million was secured from the state for the wastewater plant, although the initial request was for $2 million. A budget workshop is scheduled for July 21st, with workbooks to be distributed the next day. The town manager also noted that the town intends to hold an executive session for cybersecurity on Thursday, July 9th, but due to scheduling conflicts, commissioners were advised to meet with the cybersecurity consultant individually. Discussions regarding the proposed elimination of property tax were noted as controversial, with potential significant revenue loss for the town.

Town Approves Signage Variance for Lady Lake Storage Facility

The Town Commission considered Resolution 2026 103, which would grant a variance to allow additional wall signs per building frontage on a public street for Lady Lake Storage 18 LLC, located at 516 Highway 466. The variance was requested because the office entrance is not readily visible to traffic along County Road 466, making customer wayfinding difficult. Staff recommended approval, and after public comment from a neighboring pastor who supported the need for better signage, the commission approved the resolution. The applicant, Prime Sign Installation LLC, will need to obtain proper permits for the new sign.

Wastewater Treatment Plant Expansion Design Services Approved

The town is moving forward with the expansion of its wastewater treatment plant (WRF) by approving an agreement with CPH for 30% design and related services. The 2026 wastewater master plan identified the need to expand the existing 1.2 million gallon per day (MGD) facility to 3 MGD with advanced wastewater treatment capabilities. The town also needs approximately 40 acres for rapid infiltration basins (RIBS), and discussions are underway with the county and school board regarding potential land parcels. The old landfill site is not a viable option for RIBS due to environmental protections.

Lift Station SCADA Equipment to be Upgraded Using FDOT Return Funds

The Town Commission approved the utilization of return funds from the Florida Department of Transportation (FDOT) F.US 27441 road widening project to upgrade industrial control system (SCADA) equipment at 14 lift stations. The existing equipment is, on average, 15 years old and no longer supported by manufacturers. The upgrade involves replacing radio frequency equipment with fiber connectivity as part of the town's fiber WAN construction effort. Funds will be used for replacing SCADA packages at 11 locations, installing new ones at three, and purchasing one for testing. New SCADA packages will include expanded H-frame construction, enlarged enclosures, new programmable logic controllers, uninterruptible power supplies, and security equipment. An additional five lift stations are requested for FY27 budget consideration.
