City Approves $350,000 Incentive for Starbucks and Second Restaurant Development
The City Council approved a resolution ratifying an amended and restated performance agreement with Noble Lancaster LLC, allocating up to $350,000 for the development of a Starbucks and potentially a second quick-service restaurant. The original incentive was approved in August 2024 but needed revision due to Starbucks' corporate changes. The new plan is twice the size of the original and costs $2.1 million. The incentive includes $150,000 for the Starbucks and $200,000 to encourage a second restaurant development by June 30, 2028. Some council members expressed concerns about the incentive amount for a Starbucks, but the city attorney's office opined that the on-site coffee grinding qualified it as a manufacturing operation eligible for economic development funds. The project is estimated to generate $400,000 annually in new tax revenue.
City Approves Special Exception for Warehouse Articulation Variance, Addressing Resident Concerns
The City Council conducted a public hearing and considered a special exception request to waive vertical and horizontal articulation requirements for two proposed warehouse facilities on a 19.25-acre property located at 2304 East Longhorn Drive and 2620 West Wintergreen Road. The applicant proposed an additional 13.3% of landscaping to compensate for the waived articulation requirements. Several residents voiced opposition due to concerns about increased truck traffic, noise, and environmental impact, citing existing issues on similar roads. The applicant's representative clarified that the properties are already zoned light industrial and that the request pertains only to articulation and landscaping. The council ultimately approved the special exception.
Sidewalk Requirement Waived for New Commercial Facility on Balamy Avenue
The City Council granted a special exception to waive the requirement for a five-foot sidewalk on a property at 3350 Balamy Avenue, zoned commercial highway. The property is proposed for a 3,000 square foot facility to house an electrician's office and business storage. The engineering department reviewed the plans and had no objection to the waiver, noting that the area along Balamy Avenue lacks curb and gutter and does not have underground drainage utilities in proximity. Staff recommended approval of the exception.
Sunrise Road Right-of-Way Widened to 105 Feet to Align with County Multimodal Project
The City Council considered and approved an amendment to the 2020 Master Thoroughfare Plan to increase the right-of-way width along Sunrise Road between Beltline Road and Loop 9 from 100 feet to 105 feet. This change is in coordination with Dallas County's Inland Port Multimodal Connectivity Project, for which Sunrise Road is a component. Dallas County received a $25 million federal RAISE grant for this project. The Planning and Zoning Commission had previously recommended approval. No opposition or support letters were received.
Kyoto Brew LLC Receives Up to $45,000 Grant for Bakery Expansion
The City Council approved a grant agreement with Kyoto Brew LLC for an amount not to exceed $45,000 from sales and use tax funds to support the expansion of its bakery operations and patio seating. The local startup, which opened in February 2025 and was recognized by D Magazine, plans to invest approximately $100,000 in three phases over two and a half years. The grant reimbursement is capped at $45,000 or 50% of actual costs. The city's Economic Development Corporation previously awarded a grant to Kyoto Brew in January 2023. Staff recommends approval.
