City Council Approves Ordinance for Delinquent Weed Removal Assessments
Ordinance number 1152, concerning weed removal assessments, was presented for approval. This ordinance lists properties whose owners failed to pay weed removal fees. Levmore County Port Authority Update: Four Development Projects Submitted for Lancing Sites in 2026
The council received an update from the Levmore County Port Authority (LCPA) regarding development projects in Lancing city limits for 2026. Four prospective development projects were submitted, with projected capital investments ranging from $40 to $180 million and anticipated job creation of 90 to 180 positions. Three of these projects remain active, while one has been put on hold due to a company's planned US expansion. The LCPA is working on a new project involving an existing company's expansion and anticipates submitting at least two more Lancing sites, bringing the total to five for the year. Four of these projects involve manufacturing operations, and one is a supplier to a manufacturer. The availability of industrial sites positions Lancing to compete for high-impact projects that generate significant capital investments and quality jobs, strengthening the community's tax base by expanding commercial and industrial properties.
Potential Transfer of 59 Acres to City of Lancing for Industrial Development
A discussion occurred regarding the potential transfer of 59 acres from the Board of Corrections to Leavenworth County, following the approval of Senate Substitute for House Bill 2099 by the governor on April 9th. This transfer involves a deed change, with the county responsible for plotting and survey costs, expected to close within a couple of months, headed by Mark Lifford. This initiative, supported by Senator Jeff Klimek and Representative Dave Beer, aims to provide Lancing with property for industrial sites to shift the tax burden from residential to commercial/industrial. There are indications that the Board of County Commissioners may transfer this land to the City of Lancing at no cost, making it a Lancing-owned industrial site where the city would control incentives. The property is described as somewhat rugged, with approximately 20-27 developable acres along the railroad, offering potential for spur development. Tours of the 57-acre site are being offered to governing body members. The transfer is distinct from the port authority's activities but requires city approval before the port authority can act, as the city would become the owner of the land.
Phase Two of Monroe Manor Development to Begin, Requiring Temporary Winslow Trail Closure
The second phase of Monroe Manor, developed by Circle H, is scheduled to begin. Access to the area will require crossing Winslow Trail, which will necessitate the temporary closure of a portion of the trail for safety reasons due to hauling dirt. This inconvenience is expected to last for five to six months. The city is coordinating with Diana and Josh to inform residents about the dates of the trail closure. A model home is anticipated to start construction in a couple of weeks.
City Council Approves Ordinance for Delinquent Sewer and Solid Waste Assessments
Ordinance number 1151, concerning sewer and solid waste assessments, was presented for approval. This ordinance lists 69 properties with a total delinquency of $105,164.90 for accounts at least two months past due. Upon adoption and publication, the ordinance will constitute a lien against the real estate for services supplied. Staff will submit the ordinance for assessment on August 25th, 2026. Residents have the opportunity to be removed from the ordinance by setting up a payment plan before this date.
