Vice Mayor Johnson and Commissioner Smith expressed strong support for these changes, noting they will benefit businesses and developers by streamlining the process.
Commissioners Discuss Potential Fire Assessment and Data Center Land Use
Commissioner Lauser suggested exploring the possibility of a fire assessment to diversify revenue for fire protective services, particularly in light of the upcoming referendum and potential loss of property tax revenue. He proposed initiating a study on this matter. Commissioner Smith also raised the topic of data centers, asking for the Commission's consensus on where they might fit within the city's land use codes, as they are not currently defined. He suggested staff review land use charts, including those for redevelopment districts, to determine if data centers are allowable by right, a conditional use, or not allowed. Mayor Brown requested that the previously conducted fire assessment study be provided to the commission.
Horizon Project Receives Certificate of Occupancy, Officially Complete
The city received its certificate of occupancy for the Horizon project, signifying its official completion. The City Manager congratulated the project team, including partners ASD Sky and Biltmore, on this achievement. The Horizon complex is now official.
Horizon Construction Project Contract Reduced by Over $10 Million Due to Direct City Purchases
The City Commission approved a deductive change order (Change Order Number 11) for the Horizon Construction Project with Biltmore Construction Company, reducing the contract amount by $10,513,163.67. This reduction reflects items the city purchased directly, which are not subject to sales tax, resulting in significant savings. The total sales tax savings amounted to $625,119. The contract value is being adjusted during project closeout. The city has procured items like pre-cast building components, glazing, and air conditioners directly. This practice is a standard procurement procedure and is common across municipalities.
City Commission Approves 2026-2027 Annual Action Plan for Community Development Block Grant Program
The City Commission approved Resolution Number 2466, adopting the 2026-2027 annual action plan for the Community Development Block Grant (CDBG) program. This plan is required to receive federal funding from the U.S. Department of Housing and Urban Development (HUD) and incorporates other state and federal funding sources. A change was made to remove general fund support for the homeless emergency project due to fiscal restraints, reducing the number of shelter beds from 20 to 5, with $70,000 allocated from CDBG. The plan underwent a 30-day public comment period with no comments received. Upon adoption, the plan will be submitted to HUD by August 14, 2026.
