Council President Smith also favored repurposing the committee to keep community engagement alive. Mayor Sidnor clarified that the committee stopped meeting on its own and was not forbidden from meeting. The council ultimately reached a consensus not to dissolve the committee, opting instead to explore repurposing it.
Laurel Police Department to Implement Drone Program
The Laurel City Council considered a bid recommendation for the Laurel Police Department to enter into a five-year contract for two unmanned aerial systems (UAS), commonly known as drones, from Skydio. These drones will be part of a 'drone as first responder' (DFR) program, housed on city buildings and operated remotely by certified personnel. The technology aims to enhance safety by allowing drones to provide live video streams to dispatchers and officers before their arrival. The drones integrate with the Axon ecosystem for evidence management and can locate officers' body cameras. Skydio was selected over other vendors due to Axon integration, U.S. manufacturing, and customer support. The proposed contract is for $89,649.60 annually.
Laurel Police Department Explores AI for Data Analytics
The Laurel City Council is considering a three-year contract with Peregrine AI for their data analytics platform to enhance the police department's capabilities. The system aggregates data from various sources, including the records management system, computer-aided dispatch, body-worn camera transcripts, and anticipated license plate readers. This tool aims to expedite investigations by summarizing cases, performing link analysis, and allowing crime analysts to complete tasks in minutes instead of hours or days. The technology was demonstrated during the Preakness events. Peregrine AI is a sole source provider with patented deduplication technology, used by Prince George's County Police. Concerns were raised regarding potential biased outputs, surveillance expansion, data privacy, and the company's background, particularly a public debate in Durham, NC. The department assured that human review would precede any AI-generated output and that data ownership and privacy would be strictly guarded. The annual cost is $79,500.
Laurel City Council Considers Police Ammunition Purchase
The Laurel City Council reviewed a bid recommendation from the Laurel Police Department for the purchase of ammunition. Chief Russ Hamill presented the request for permission to purchase ammunition for the current fiscal year, totaling $65,000. Funding is allocated in the adopted FY2027 operating budget. The recommendation is to approve the purchase through the Maryland State contract with The Gun Shop.
