103rd Street Project Delayed to Next Year Due to Design and Signal Issues
During the discussion of the consent agenda and pulled items, Council member Sunl inquired about the delay of the 103rd Street project. Mr. Lei, Director of Public Works, explained that the delay until next year was primarily due to design issues and secondary factors related to traffic signals. Initial public meetings took longer than anticipated, setting back the design and signal procurement process. It typically takes about six months to get traffic signals, which are necessary before restriping the roadway near the school. Easements from residents and the school district are also required for signal installation. Council member Sunl expressed excitement for the 83rd Street project, which is underway.
City Council Authorizes 2026 General Obligation Bond and Temporary Note Issuance
The City of Leewood is proceeding with the issuance of General Obligation Bonds and Temporary Notes for 2026. The process involves multiple steps, including authorizing the issuance, drafting bond documents, undergoing a rating process with Moody's (for which the city holds a AAA rating), and a bond and note sale scheduled for August 10th. The funds will be used for various capital projects. The city's policy is to issue one-year temporary notes for short-term funding and then convert them to longer-term bonds, with maturities typically tied to the asset's lifespan (e.g., 15 years for roads, 20-25 years for buildings). A presentation outlined the schedule of events, projects to be financed (including 83rd Street improvements, 123rd Street to Mission to State Line, facility conservation, Iron Horse irrigation, residential street reconstruction, traffic improvements, Tomahawk Creek Parkway, and Leewood South metal pipe), and historical bond sale performance. The market is currently considered favorable, with rates stabilizing after recent volatility.
Bicentennial Fund Grows, Summer Activities Praised, Council Member Honored
The mayor provided an update on the Leewood American Revolution Bicentennial Committee's fund. Initially established in 1976 with a $1,000 Certificate of Deposit (CD) from community donations, the fund aimed to grow to $2.3 million by the republic's 300th anniversary. In 2024, the funds were moved from the low-yield CD to regular city investments. As of June 30, 2026, the fund balance is $9,450.70, with earnings of $654.13 in the past year. The mayor also lauded the extraordinary efforts of various individuals and departments, including the Parks and Recreation team, for planning and executing numerous summer activities. Special recognition was given to the Independence Day parade and celebration, despite weather-related cancellations, highlighting successful collaboration between city government, businesses, and volunteers. Corporate sponsorships were noted as a new and successful element. The last summer event is the Great Tailgate Party on Saturday. Council member Lisa Harrison was recognized for her 10th anniversary on the governing body, particularly for her contributions to summer events.
Leewood Proclaims July as Parks and Recreation Month, Recognizing Community Benefits
The City of Leewood officially recognized July as Parks and Recreation Month with a mayoral proclamation. The proclamation highlighted the integral role of parks and recreation in promoting health and wellness, encouraging time spent in nature, fostering active lifestyles through various activities and facilities, and contributing to the community's economic prosperity via increased property values, tourism, and business attraction. It also acknowledged the ecological beauty provided by these areas and the importance of connecting children and adults with nature. The city staff responsible for parks and recreation were specifically recognized for their dedication. The proclamation also designated July 17th as Parks and Recreation Professionals Day.
City Council Approves Agenda, Schedules Public Hearings, and Sets Special Meetings
The City Council approved the amended agenda for the meeting. An item concerning executive session was removed. Later in the meeting, items B, C, and D from the consent agenda, which were resolutions scheduling public hearings for the budget, capital improvement program, and revenue neutral rate, were unanimously adopted. These hearings are scheduled for September 8th. The council also discussed and approved scheduling two special meetings: one on August 10th for the bond sale and a work session on a potential sales tax election, and another on August 17th for a joint work session with the Planning Commission to discuss the draft comprehensive plan.
