Dillon's Grocery Store and Retail Development Approved for Lee Summit

The Lee Summit City Council considered a rezoning request and preliminary development plan for a 21.61-acre site at the southwest corner of Northeast Tudor Road and Northeast Douglas Street. The applicant, Phillips Edison Company, represented by Tim Goyette, and its client, Dillon's (a Kroger company), proposed rezoning the land from various planned districts to Planned Community Commercial (CP2) to allow for a 99,000 sq ft grocery store, a 14-pump fuel station with a kiosk, and additional retail outlots. The plan also included extensive site work, including grading and fill, to address topography challenges. The council debated modifications to the UDO requirements, particularly concerning the rear facade materials and light pole height, with staff recommending approval for most modifications but not for the material requirements on the rear facade due to the limited visibility and industrial context. The council ultimately approved the rezoning and preliminary development plan with an amendment to condition six regarding the rear facade materials.

Lee Summit Approves Ambitious Arborside Master Plan with Tax Incentives

The Lee Summit City Council approved the Arborside Land Clearance Redevelopment Authority (LCR) Redevelopment Plan and the Arborside Community Improvement District (CID) after extensive public hearings and council discussions. The LCR plan involves a property tax abatement for the 1,000-acre development, with revenue redirected through Payments in Lieu of Taxes (PILOTs) and CID special assessments. The CID will impose a new 1% sales tax, with half funding regional public improvements and half funding site-specific improvements. The project, developed by Land Reserve (part of Property Reserve, owned by the Church of Jesus Christ of Latter-day Saints), aims to create a master-planned community over 20-30 years, including residential, commercial, industrial, and mixed-use areas, along with parks and trails. Council members and the public debated the extent of incentives, the definition of blight, the long-term financial impact on the city, and the potential 'peacemeal' development approach if this comprehensive plan is not approved. Ultimately, the council voted to approve both the LCR plan and the CID, citing the project's long-term vision, significant infrastructure development, and alignment with the city's growth strategy.
